Recommended Action
  1. Authorize the use of IT Innovation funds for one time implementation, training and support fees for an electronic onboarding system (ONBOARD); and
     
  2. Adopt a budget resolution adjusting the County Administrator's Office, Human Resources Division 2018-2019 budget to reflect an increase of $5,000.

Reason for Recommended Action/Background
The County Administrator's Office, Human Resource Division is requesting IT Innovation funds for purchase of ONBOARD, an electronic onboarding system which will help boost new employee hiring productivity and better engage employees by providing meaningful information and resources before they arrive for their first day of work. 

Currently, Human Resource staff spend approximately 30 to 35 hours per year on receiving and reviewing hard copies of new employee paperwork.  Additionally, new employees spend one to two hours completing necessary new hire paperwork on their first day. In any given year, this work can consume between 350 to 400 hours of time. Implementation of ONBOARD will reduce this time commitment through its user friendly interface, allowing new hires and internal staff to quickly complete necessary Human Resource forms. Once completed, these forms can move through an automated workflow, securing necessary approvals electronically and with assurance forms have been completed correctly and completely, before being submitting to Human Resources.   The system will also provide the Human Resources Division with a variety of reporting and analytic functionalities such as status reports, onboarding completion rates, and ad hoc reports on collected data. Departments will benefit as well, with supervisors and managers able access employee dashboards to ensure completion of mandatory trainings and other required tasks, in addition to receiving automated reminders on a variety of pending issues.

The ongoing costs for ONBOARD will be budgeted accordingly each fiscal year in the County Administrator's Human Resources budget and costs will be recovered based on each department's use of the system.
