Approve an agreement with the State of California-Employment Development Department to accept funding allocation under sub-grant no. AA011045 in the amount of $680,644 for the period April 1, 2019 through June 30, 2021 for the provision of youth services related to Workforce Innovation and Opportunity Act program and adopt a resolution authorizing execution and implementation of the State Workforce Innovation and Opportunity Act sub-grant no. Recommended Action
  1. Approve an agreement with the State of California-Employment Development Department to accept funding allocation under sub-grant no. AA011045 in the amount of $680,644 for the period April 1, 2019 through June 30, 2021 for the provision of youth services related to Workforce Innovation and Opportunity Act program;
     
  2. Authorize the Director of the Yolo County Health and Human Services Agency and/or his/her designee to execute any extensions or amendments of sub-grant no. AA011045, and to sign quarterly fiscal and program reports consistent with the sub-grant on file with the Clerk of the Board; and
     
  3. Adopt a resolution authorizing execution and implementation of the State Workforce Innovation and Opportunity Act sub-grant no. AA011045 for youth services.

Reason for Recommended Action/Background
Under Title I of the Workforce Innovation and Opportunity Act (“WIOA”) of 2014, formula funds are provided to the States by the Federal Government. States in turn provide resources to local workforce areas for delivering a comprehensive array of youth services that focus on assisting out-of-school youth and in-school youth in overcoming one or more barriers to employment. This assistance is expected to help youth to prepare for post-secondary education and employment opportunities, attain educational and/or skills credentials, and secure successful career and promotional opportunities in the long run.
 
The WIOA youth program funding helps Yolo County (“the County”) to arrange services and activities that work towards improving educational attainment among youth, preparing youth for employment success and providing supportive services. These services ensure youth in the County have the necessary education, skills and training to compete in the local economy while matching employers’ need of skilled workers to compete in the globalized economy.
 
Staff hereby recommends approval of this agreement (Attachment A) and adoption of the Board resolution (Attachment B), which will allow the County to sustain services and activities that enhance skills and/or education among local youth to make them employable in competitive job markets.
Collaborations (including Board advisory groups and external partner agencies)
County Counsel has approved this Agreement as to form.  The Workforce Innovation Board (local workforce development board) and/or staff coordinates program activities with local America’s Job Center of California (AJCC) Memorandum of Understanding (MOU) Partners as well as Capital Region partners.

No general funds are required by this action. This action will lead to funding allocation in the amount of $680,644 to the County for the period of April 1, 2019 through June 30, 2021 for the provision of Youth Services related to WIOA program as per the following funding schedule:
