Recommended Action
  1. Approve agreement with Pacific Hydrologic, Inc. for “on-call” hydrologic and hydraulic engineering services for county projects through 2024 with costs not to exceed $140,000; and
     
  2. Delegate authority to the Director of Public Works to sign the agreement and to negotiate, sign and execute any additional forms, documents and/or amendments that do not increase the agreement term or maximum compensation, as necessary relating to this agreement.

Reason for Recommended Action/Background
Hydrology and hydraulic engineering services are used to identify potential flood impacts and analyze mitigation requirements to avoid increases in flood risk related to private development.  For capital project these services are used to determine the elevations needed for new bridges to pass the appropriate storm events in accordance with federal and state regulations. Yolo County does not have the necessary equipment or expertise in-house to do hydraulic design analysis therefore it is necessary for the County to contract with consultants who will provide these services “on call.”
 
The scope of work for this agreement includes: providing the hydrologic and hydraulic engineering services necessary to complete reviews of hydrology and/or hydraulic reports and associated improvement plans submitted for development projects within Yolo County; providing the hydrologic and hydraulic engineering services necessary to complete the studies required for County bridge projects using federal and state funds; providing storm drainage analyses per federal/state/local requirements for County road or drainage improvement projects; and similar engineering services.
 
Approval of the agreement will provide these specialty engineering services for the County through June 30, 2024.  This contract will allow response beginning July 1, 2019 on an as-needed basis for hydrologic/hydraulic engineering review for development projects, and design services for future capital improvement projects and contract costs will not exceed $140,000.

Competitive Bid Process
A request for qualifications (RFQ) for hydrologic and hydraulic engineering services was advertised on Bidsync beginning on March 22, 2019. Three proposals were received by the deadline of April 15, 2019.  A selection committee of staff engineers reviewed all three proposals and conducted interviews with two short-listed companies.  Based on the requirements in the RFQ, and following federal procedures required to ensure the costs of the services qualify for federal reimbursement, Pacific Hydrologic Incorporated was identified as the firm with the best proposal and qualifications. Staff negotiated a contract in accordance with the process required for consultant contracts that are funded with federal transportation funds.

The not-to-exceed cost for this on-call contract over the five-year term is $140,000. For capital projects, the costs will be budgeted as part of the various projects funded with state, federal, and road funds.  Project funds will be included in the recommended annual budgets.  Federally funded transportation projects will be reimbursed at rates between 88.53% and 100% with a local road fund match of 0% to 11.47%.  For developer projects, $30,000 was included in the FY 2019/20 recommended budget.  These costs will be 100% reimbursed by permit fees.
