Reason for Recommended Action/Background
Background:
Due to fragmented data systems and administrative/legal barriers, the County struggles to obtain and use data to track the correlation between the drivers of incarceration and the behavioral health needs of our community, thus hampering informed decision processes. On December 15, 2015, Yolo County adopted the Stepping up Resolution committing the County to addressing factors contributing to the over-representation of people with mental illnesses in jails, and using established practices to lower those numbers. Among others, Yolo County made a commitment to collect and review prevalence numbers and assess/identify adults entering jails with mental illnesses and their recidivism risk and to use that information to guide decision making. 
 
Data Driven Recovery Project:
With Yolo County as the lead entity and utilizing State Mental Health Services Act Innovation funding, the Data Driven Recovery Project (“DDRP”), offers a small coalition of five counties (Yolo County and four other counties, herein after collectively referred to as the “County Cohort”), an opportunity to develop and test ways to reduce the incidence, duration, and recurrence of arrests and incarcerations of people with behavioral health conditions. By improving data use and appropriate sharing of data about the behavioral health needs of people in contact with or at increased risk of contact with the criminal justice system, counties can respond more appropriately to the needs of their communities.
 
To improve consumer outcomes and reduce recidivism, funding under the DDRP will be used to assist the County Cohort to develop a set of individualized, yet streamlined, county plans and analytic tools. These resources will then be applied to identify programmatic and systemic innovations for creating a comprehensive and robust data system for tracking and analysis of behavioral health factors in correlation with the criminal justice system.
 
As the lead entity, Yolo County will be responsible for entering into agreements with the State recommended consultant– O’Connell Research, and the four other counties in the County Cohort. The Mental Health Services Oversight and Accountability Committee (MHSOAC) will be the holder of the funds and based on the performance of the specified deliverables in the Agreement, will distribute funding through Yolo County as the lead entity to Yolo County, O’Connell Research, and the other four counties (Please see Att. B. Deliverables for a list of the deliverables, related timelines, and reimbursements amounts.) It is anticipated that a portion of the allocated funding will pass through the County to be paid to O’Connell Research and possibly to the other four participating counties. However, it is expected that the other four counties will also request separate MHSA Innovation dollars as a part of their individual county MHSA funding allocation, as available. The County will not provide up front funding to these partners.

The delineated DDRP project work goals are:
  1. Development and Implementation of Customized County Plans- address data privacy and data sharing issues and develop individualized county plans, matching each county’s needs with available skills and resources, with an eye towards ongoing development and streamlining where possible.
  2. Community Practice Approaches- facilitate and convene a DDRP County Cohort workgroup to develop shared approaches, materials, vernacular, and data/analytic approaches and develop white paper for other county implementation in the future.
  3. Trauma Informed System of Care- utilize Adverse Childhood Experiences (ACE) data and provide countywide criminal justice involved staff (Probation, District Attorney, Law Enforcement, etc.) training to develop a robust Trauma Informed System of Care.
The long-term goal of the DDRP is the development of a set of data driven practices, processes, and metrics that can be easily expanded to other counties, ultimately changing the landscape of criminal justice and behavioral health data access and quality in the State.
 
Staff recommends approving this Agreement to allow the County to be on the cutting edge of the development of data driven practices, processes, and metrics in the areas of criminal justice and behavioral health to improve consumer outcomes and reduce recidivism, and to support the County in meeting its commitments under the Stepping Up Resolution.

No general funds are required by this action. These services will be funded by MHSA Innovation funds distributed by the MHSOAC based upon the performance of specified deliverables. The total amount of this action is $1,000,000 for the period of July 1, 2019 through June 30, 2021. It is anticipated that a portion of the allocated funding will pass through the County to be paid to O’Connell Research and possibly to the other four participating counties. However, it is expected that the other four counties will also request separate MHSA Innovation dollars as a part of their individual county MHSA funding allocation, as available. The County will not provide up front funding to these partners.

The amount of $1,000,000 will be included in the HHSA final budget for FY2019-20. The related funding will be included in the requested budget process for future fiscal years.
