Health and Safety Code §25218 requires that counties and cities provide for the collection of Household Hazardous Waste (HHW) and Conditionally Exempt Small Quantity Generator (CESQG) small business waste as a community service to ensure proper handling and disposal of these materials.
The County provides collection events at the landfill to satisfy this requirement. The collection events have proven to be very successful in preventing HHW from being disposed of in the landfill, sewer system, or illegally dumped along the roadside. Additionally, this agreement will provide service to senior and disabled residents of Yolo County, allowing for at-home pickup at no charge to the resident, and a load check program for items found illegally disposed of in the landfill.
The current agreement with the contractor that provides these services expires on June 30, 2019 and an agreement is needed to continue these services. The Yolo County Division of Integrated Waste Management released a Request for Proposal (RFP) in April 2019, and found Stericycle to be the most qualified and least costly contractor to provide these services.
This contract provides for the proper management, transportation, storage, and disposal of all Yolo County hazardous waste collected from households, and small businesses; including batteries, fluorescent bulbs, paint, antifreeze, pesticides, poisons, mercury, polychlorinated biphenyl (PCBs), pharmaceuticals, sharps, as well as other household and small business chemicals. Additionally, the Yolo County HHW program is an important part of the County's Source Reduction and Recycling Element (SRRE), as required under the Household Hazardous Waste Element (HHWE) of Assembly Bill 939.
The County has sponsored HHW collection events at the landfill since 1993. These events provide a safe and convenient disposal option for Yolo County residents, farms and small businesses. The HHW program is funded through the Yolo County Central Landfill's tipping fees and are provided as a free service to all Yolo County residents. This year the weekly, two day events held at the Yolo County Central Landfill will service approximately 12,000 households, 200 small farm/businesses and 350 senior/disabled at home pickups.
As the HHW program continues to grow, County staff strives to implement as many Extended Producer Responsibility (EPR) programs as possible to supplement the cost of the program by requiring the manufacturers who produce these hazardous products to assist in paying the disposal costs. The attached agreement also insures that our hazardous waste is being disposed of using the highest standards in the waste management hierarchy of promoting a reduction in the use of these chemicals by way of educating Yolo County residents and businesses on alternate product use, focusing on reuse of good usable chemicals through our paint shed, recycling hazardous waste to be made into new products, incinerating waste that can be turned into energy, then lastly landfilling only what is necessary.
Without convenient access to low-cost or free disposal, household and business hazardous waste products are sometimes disposed of illegally. Cleanup of illegally dumped waste often involves County personnel from many departments and divisions, including Environmental Health, Roads, Sheriff, District Attorney, Integrated Waste Management and Fire Districts, and more importantly, can cause major environmental damage. Therefore staff recommends that the Board of Supervisors approve the agreement with Stericycle. |

The hazardous waste collection programs are permitted through the State Department of Toxic Substances Control, Yolo County Environmental Health (EH), and the Yolo-Solano Air Quality Management District. The California Highway Patrol, Yolo County Sheriff, and the Davis Fire Department are on the emergency response team and will be called upon to assist in the event of an emergency. County EH personnel will be on-call for each event and perform routine inspections of the Yolo County HHW facility.
Purchasing approved the RFP and County Counsel has approved the agreement as to form. Jurisdictions within the county that will be serviced under this agreement include the cities of Davis, West Sacramento, Winters and Woodland as well as the unincorporated County. Each of these jurisdictions support this agreement by advertising and educating city residents and small businesses about Yolo County's HHW programs. |

This agreement shall have no general fund impact. The cost for operating the Household Hazardous Waste (HHW) program are paid through disposal fees collected by the Integrated Waste Management Division at the Yolo County Central Landfill. Sufficient funds are budgeted each year to cover the cost of the HHW program. The cost of the agreement over the two-year term is approximately $900,000 and shall not exceed $450,000 annually. This cost has been included in the FY 19-20 budget and sufficient funds will be included in future budgets.
The County additionally administers a reuse program, separating out good usable products from those hazardous waste brought in by residents which saves the County approximately $15,000 from avoided disposal costs annually, and is partners in the Paint Care Reuse Stewardship program which provides approximately $20,000 in rebates annually for paint that is redistributed through our program. In total, a savings of approximately $35,000. |
