Recommended Action
  1. Approve first amendment to Agreement No. 16-195 with California Forensic Medical Group, Inc. to extend the term of the agreement through June 30, 2020 and add funding in the amount of $657,134 for 2019-20, for a new contract maximum of $2,220,536, for the provision of comprehensive behavioral health services to the detainees of the Yolo County Jail and Juvenile Detention Facility for the period December 1, 2016 through June 30, 2020; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency (HHSA) or her/his designee to exercise the option year(s) and execute related option notices for a one (1)-year with payment obligation not to exceed $676,848 per fiscal year and total maximum payment obligation after including all option years not to exceed $2,897,384. (Please see Exhibit B Section I (B.1). of Att. A. First Amendment.)

Reason for Recommended Action/Background
Yolo County (“the County”) is mandated to provide effective and quality comprehensive behavioral health services to detainees of the Yolo County Jail and Juvenile Detention Facility. In an effort to provide high quality care to this population and for continuous compliance with federal and state regulations, the Yolo County Health and Human Services Agency (HHSA) along with the Probation Department and Sheriff’s Department have reviewed services provided to the population and explored the options to better serve detainees in the County.
 
Diligent analysis of the situation led to the issuance of a Request for Proposal (RFP) to procure quality behavioral health services for inmates. Upon completion of the RPF process, California Forensic Medical Group, Inc. (CFMG) was awarded an agreement for these services.  
 
In addition to the behavioral health services contract, another contract with CFMG, regarding medical services to jail inmates, is also getting extended through a separate amendment which will be presented to the Board for approval on September 24, 2019.

Staff recommends the approval of this amendment to enable the County to continue to provide these mandated behavioral health services.

Competitive Bid Process
On December 3, 2015, HHSA issued a Request for Proposal (RFP) for soliciting professional behavioral health services for the inmates in Yolo County Jail and the Juvenile Detention Facility. A Review Team composed of representatives from HHSA, Probation, Sheriff, the County Administrator’s Office and an outside agency evaluated responses to the RFP received by HHSA. The proposal submitted by CFMG was adjudged the strongest out of all the submissions.
 
On March 9, 2016, HHSA issued an intent to award letter to CFMG. After contract negotiations, this agreement came into effect from December 1, 2016 through June 30, 2019.

General fund in the amount of $657,134 is required for this action. This action will increase the total contract maximum amount to $2,220,536 for the period of December 1, 2016 through June 30, 2020 with an amount $657,134 for the fiscal year 2019-20. The amount of $657,134 has been included in the HHSA adopted budget for FY2019-20.

In no event shall the term of the agreement extend beyond June 30, 2021 nor shall the total contract maximum exceed, the amount of $2,897,384, unless otherwise agreed to in writing by the parties and in conformity with then-current Yolo County Procurement Policy approved by the Board of Supervisors.
