Reason for Recommended Action/Background |
The Sheriff’s Office has an opportunity to host a six-month, 96 hour, Commission on Peace Officer Standards an Training (POST) approved leadership course. This leadership course will be attended by 24 staff members, representing line, lead and supervisory personnel who have additional responsibilities or who are preparing for future leadership roles. The goal of the course is to provide public safety employees with the knowledge, skills, and values necessary to implement leadership in their professional and personal lives. The course is designed for emerging leaders, and will include sworn and civilian supervisors.
Course content includes improving communication skills and quality decision making, ethics, interpersonal conflicts. It will also teach staff how to create cohesive relationships and an environment that fosters truthfulness and empower people to influence others and overcome differences, as well as how to lead a team to effectively function within an environment of potential inter-agency or division conflict, and to apply organizational change strategies and vision.
The course will require staff to attend in-class lectures, case studies, small group and class discussions, journals and student project presentations. The course will also require additional out-of-class readings and homework.
The course is being taught by On Base Leadership Training and is modeled after a course hosted by El Dorado County Sheriff’s Department. The total cost of the class will be approximately $36,000. Yolo County Public Agency Risk Management Insurance Authority (YCPARMIA) has approved, at their April 2, 2019 Board meeting, to pay up to $10,000 for reimbursement on approved completion. The Sheriff’s Office is requesting $26,000 from general fund contingency for the remaining portion of the cost. |

Competitive Bid Process |
Pursuant to the County’s Policy on Procurement, training for county employees is exempt from the competitive solicitation process. The Department intends to use a proven provider who has trained other law enforcement agencies
