Recommended Action
Approve fifth amendment to Agreement No. 14-79 with CommuniCare Health Center, Inc. to extend the term through June 30, 2020 and add funding for fiscal year 2019-20 in the amount of $22,868, for a new contract maximum amount of $165,115 to provide Alcohol and/or Other Drug Therapy Services to youth through the age of 18 who are eligible for the Adolescent Youth Treatment Program for the period July 1, 2014 through June 30, 2020.

Reason for Recommended Action/Background
In 1998 the California legislature passed California Assembly Bill 1784, the Adolescent Alcohol and Drug Treatment and Recovery Program Act, to provide alcohol and/or other drug treatment for adolescents. In fiscal year 2011-12 the State Budget Act revised the State and federal Substance Abuse Prevention and Treatment (SAPT) grant funds and realigned fiscal and administrative responsibility for Alcohol and Drug services from the State Department of Health Care Services to the counties.
 
The State mandates these programs, including the Adolescent and Youth Treatment Program (ATP) program. The ATP program provides individual and group therapy to youth through the age of eighteen (18). These youth need programs that address their developmental issues, provide comprehensive and integrated services, and involve families, while allowing them to remain in the most appropriate but least restrictive setting possible to enhance their overall potential success in the community.
 
In addition, Yolo County Health and Human Services Agency (HHSA) receives funding from the Substance Abuse and Mental Health Service Agency (SAMHSA) for a Mental Health Block Grant that is utilized to serve individuals needing co-occurring services who are not eligible to bill Medi-Cal.  Yolo County uses this funding for a variety of services, one of which is with CommuniCare to provide co-occurring assessments and referral to services to youth who may be involved in the criminal justice system and have co-occurring service needs. Pending this Board’s decision on the re-purposing of the Juvenile Detention Facility, these service may be provided at a different location.
 
This will be the final year of this contract. During the upcoming year, HHSA staff will be working on a comprehensive Request for Proposals (RFP) for adolescent substance use treatment services that will build out a more comprehensive adolescent substance use continuum of care, and will ensure Yolo County is in alignment with the requirements of the Drug Medi-Cal Organized Delivery System (DMC-ODS). Extending this agreement into its sixth year will allow time for this analysis to occur.
 
Staff recommends the approval of this agreement in order to continue to provide Alcohol and/or Other Drug Therapy Services to youth through the age of 18 who are eligible for the Adolescent Youth Treatment Program services.

Competitive Bid Process
On March 21, 2014, HHSA (formerly known as ADMH) issued an RFP requesting proposals from qualified providers interested in providing outpatient individual and group alcohol and/or drug therapy services to youth through the age of eighteen (18) who have a substance use diagnosis.  HHSA received one (1) proposal from this solicitation. The proposal submitted by CommuniCare Health Centers, Inc. was evaluated and found to meet all required qualifications to provide these services. This RFP covered a six-year contractual period from 2014-2020.
 
HHSA plans to issue a new RFP for the adolescent system of care in Fiscal Year 2019-20.

No general funds are required by this action.  These services will be funded by Substance Abuse Block Grant (SABG) and Substance Abuse and Mental Health Services Administration (SAMHSA) funds.  The amount of $22,868 is included in the HHSA proposed budget for FY2019-20.
