  2. Adopt resolution confirming County Administrator's proclamation of a local state of emergency arising from the second February Winter Storm of 2019; and
     
  3. Adopt budget resolution for transfer of contingency to fund levee repairs.

Reason for Recommended Action/Background
The County Administrator proclaimed the existence of a local emergency arising from the second February Winter Storm of 2019 on February 27, 2019.  Local impacts of the storms included flooding, erosion, and other damage to public infrastructure such as roads and levees, including significant damage to the Cache Creek levee system that had to be repaired around Yolo.  The proposed Board resolution (Attachment A) describes the basis for ratifying the County Administrator's proclamation, which is attached thereto. Government Code Section 8630 provides for the governing body of a county to ratify a proclamation of emergency if the proclamation occurred when the Board of Supervisors was not in session.  Ratification must occur within seven calendar days of the proclamation. Adoption of this resolution is necessary to maintain the option of receiving State and/or Federal funding in the event contiguous counties are included in a disaster area and thus any damage in Yolo would qualify for reimbursement of related expenses.

Assuming the Board of Supervisors adopts the attached resolution and confirms the existence of a local emergency, County staff will review and, if appropriate, recommend continuation or termination of the state of local emergency at each regularly scheduled Board meeting going forward.  County staff will also take other appropriate steps to address local conditions, including coordinating with other local agencies on emergency response actions and the pursuit of funding assistance that may be available under the California Disaster Assistance Act.

These elevated water levels in Cache Creek caused damage to levees in several spots around the Yolo area  This required a coordinated emergency response and the acquisition of materials to protect the levees from failing.  In one area near Huff’s Corner, rock, gravel and flood fabric had to be ordered and placed along the levee during the event and more emergency repairs have been ordered to be finalized when the slopes dry.  In order to fund both the emergency purchases during the event as well as repairs to minimize further damage, contingency funds are needed.  Staff recommends approval of the attached budget resolution (Attachment B) in the amount of $205,000.
