Reason for Recommended Action/Background |
Since mid-2018, the Parks Division and YECA have been in conversations about the construction, maintenance, and operation of a small (25' high) communications tower on County property (Cache Creek Canyon Regional Park) near Rumsey. Currently, radio communications in the northern area of the Rumsey Canyon along HWY 16 and surrounding area are problematic during public safety operations. All communication with dispatch stops at a known point when units respond in this area. The tower will allow 911-dispatch to communicate directly with the field units in order to support them properly during field events.
The Office of the County Counsel was recently brought into the discussion to assist in developing a Memorandum of Understanding (MOU) to facilitate the project. The Office proposes to negotiate a straightforward MOU with YECA to cover property access and liability issues. The MOU will also provide for the County to grant an access easement for long-term facility operation and maintenance.
The Office would like Board authority to negotiate the MOU and easement, which the County Administrator would execute at the appropriate time. Project timeframes make it desirable for YECA to know the Board of Supervisors is supportive of this approach as soon as possible. Consequently, this item is presented as a request for authority to negotiate, draft, and execute each document without the final documents yet being ready for Board review. Staff will return to the Board, however, if any unexpected issues arise during preparation of the MOU and easement described in this staff report. |
