Reason for Recommended Action/Background |
The Yolo County District Attorney's Office, through California Office of Emergency Services (Cal OES), has been receiving the Victim/Witness Assistance Program grant for over 35 years. Though we apply for the grant each year, it is a non-competitive grant in which we are guaranteed the funding.
For fiscal year 2018-19, Cal OES awarded the DA's office an additional $155,687 in federal funding for the Victim/Witness Assistance Program. $100,000 of these additional funds are to allow the Victim Service Unit to dedicate a limited term Senior Victim Services (VS) Program Assistant. In collaborations with local law enforcement agencies and community based organizations, this person will develop a comprehensive crisis response plan and protocol on incidents involving mass victimization. This Senior VS Program Assistant will carry a reduced caseload and be the point of contract if an incident involving mass victimization occurs.
The definition of mass victimization is a criminal event where 3 or more people have suffered from physical, emotional, or psychological harm.
Though we received an increase of $155,687 in federal grant funding, we are only increasing our budget by $55,687. This grant runs on the Federal fiscal year and we will budget the remaining $100,000 in fiscal year 2019/20. |

The Yolo County District Attorney's Victim Services unit works closely with all Local Law Enforcement Agencies, Yolo County Office of Emergency Services, and Community Based Organizations to provide the victim with services throughout the criminal justice process
County Counsel and the Department of Finance have reviewed the budget resolution and approved to form. |

The Victim/Witness Assistance Program is a grant the District Attorney's office receive every year. It is non-competitive grant that is awarded on a Federal fiscal year. For fiscal year 18/19, we received $428,341 in federal funds for this grant, which was an increase of $155,687. We anticipate that we will be receiving these funds for at least the next 3 years.
As this grant award is from 10/1/18-9/30/19, we only need to increase the Victim Services budget by $55,687. The additional $100,000 will be included in the budget for fiscal year 2019-20. |
