Recommended Action
Approve second amendment to Agreement No. 17-07 with CommuniCare Health Centers, Inc. to extend the term through August 31, 2018 and add funding for fiscal year 2018-19 in the amount of $89,792 for a new contract maximum amount of $770,724 to provide Wraparound Services for the period December 1, 2016 through August 31, 2018.

Reason for Recommended Action/Background
The Wraparound program provides tailored community-based intervention services to meet the needs of caregivers with children under age 21 who are wards dependents and at risk of placement in a congregate care facility or to stabilize placement in their current resource family/foster home placement. Wraparound is an intensive, community and strength based, family-centered, needs driven planning process. It is designed to create individualized services and supports for children and their families to allow children with serious behavioral and/or emotional difficulties to remain in their community or at the lowest level of care possible in lieu of placement in a group home setting.  The objective is to provide services in a flexible manner that contribute to the children remaining or returning to family or family-like settings in their own communities.

Approval of this amendment will allow an increase to the contract maximum in order to reimburse for actual expenditures through August 31, 2018.

Competitive Bid Process
On December 23, 2013, a collaboration of services between Department of Employment and Social Services, the Probation Department, and Alcohol Drug and Mental Health, now known as Health and Human Services Agency (HHSA), issued a Request for Proposals (RFP) from qualified community based organizations to provide SB163 Wraparound Services. This agreement is a reflection of that bid process.

On April 2, 2018, HHSA issued a new RFP for qualified contractors to provide outpatient mental health services that included the wraparound services. New providers have since been selected and contracts were put in place effective September 1, 2018. This amendment just extends the term of the former contract through August 31, 2018 to ensure that services continued while HHSA was completing its RFP process and finalizing contracts with new providers.
