Reason for Recommended Action/Background |
In recognizing the current age of voting systems throughout the state, and the need to ensure that the integrity of elections in California are maintained moving forward, Assembly Bill 1824 (2018) approved the allocation of funds to the Secretary of State to reimburse counties for their voting system replacement efforts. The Voting System Replacement Contract allows Yolo County to receive reimbursement for funds expended on voting systems replacement on a dollar-for-dollar basis up to $699,500. This report is meant to approve the agreement with the Secretary of State's for reimbursement of voting system replacement, and staff expects to come back to the Board in April for approval of a vendor contract. |

This agreement with the Secretary of State will allow the County to receive 1:1 reimbursement for the funds it expends up to $699,500. The FY 2018-19 Adopted Budget includes $700,000 in funding for the County’s share of the costs of the system replacement. Preliminary estimations from the Yolo County Elections systems vendor show the cost for replacing the current election system to be $1,301,908. These estimates are based on Yolo County maintaining the traditional “Precinct Based” model and gradually phasing into the “Vote Center SB 450” model. The department anticipates returning to the Board in April with the vendor contract for the replacement of the election system.
