| Reason for Recommended Action/Background |
In 2010, Yolo County received an award from the Board of State and Community Corrections to build an annex to the Juvenile Detention Facility that would provide space for treatment programs, indoor recreational, and visitation. In December 2013, the Board of Supervisors approved the funding granted by the State toward the construction of the facility. In June 2015, the Board approved the ACO fund to be utilized as part of the required county match for this project.
The county received contractor bids for the project in early February 2016—Broward Builders, Inc. submitted the lowest proposal. In April 2016 the Board authorized the CAO to execute a construction contract with Broward Builders, Inc. for the completion of the Juvenile Hall Multipurpose Facility. Construction commenced in May 2016. The State Fire Marshall issued the certificate of occupancy on September 26, 2017 (Attachment A), and the architect issued the notice of substantial completion on September 29, 2017 (Attachment B). The contractor completed all work in April 2018 and upon CAO request issued a final notice of project completion on December 12, 2018 (Attachment C).
The State grant for the construction project was $4,784,536. The award relied on the county offering a cash match of $1,277,777. The county also provided an additional in-kind match of $222,400 and an additional $1,438,115 in other county costs. (See Attachment D for the Budget Summary Table.)
The last step required for project closeout is Board approval of construction completion. Approval of the recommended action will allow the county to bill for the final five (5) percent of the State funds. |
