Reason for Recommended Action/Background
Due to significant changes in the criminal justice population and the availability of state funding for realignment programming, the Community Corrections Partnership (CCP) decided to conduct a review and revision of their 2014-2019 Strategic Plan. The purpose of the process was to review progress of the Strategic Plan and make alterations in light of the changed criminal justice environment. The revision process began in March 2018 and concluded in January 2019 with an approved draft of a 2019-2022 CCP Strategic Plan (Attachment A) for Board of Supervisors review.
 
Background of Criminal Justice Realignment
In 2011, the United States Supreme Court upheld a lower court order, which directed California to reduce their prison population from 190% of capacity to 137.5% of capacity. In order to fulfill the court order and improve rehabilitative and treatment services for offenders, the California State Legislature passed Assembly Bill 109. This legislation realigned a significant amount of state funding that supported state prison and parole capacity for non-serious, non-violent, non-sexual offenders. The legislature believed that local jurisdictions could take this new funding and develop services that would have a great affect at lowering recidivism rates among the effected criminal population. AB 109 placed the County CCPs in charge of a significant portion of this new funding, and tasked the local criminal justice partners with collaboratively creating a public safety realignment plan.
 
2014-2019 Community Corrections Partnership Strategic Plan
In November 2013, the Board of Supervisors established the Public Safety Board Ad Hoc Subcommittee to assist with the development of a realignment strategic plan. That subcommittee, in collaboration with the CCP, produced a five year strategic plan (2014-2019) (Attachment B) through facilitation provided by the Crime and Justice Institute and multiple public outreach sessions. The plan, approved in September 2014, identified the mission, purpose, and goals of realignment for the CCP as well as expected timeframes for objective completion and performance measures. Since its approval the CCP has coordinated planning efforts to accomplish the objectives outlined in the plan within the given timeframes.
 
Reason for Revision
Directly after the creation and approval of the 2014-19 Strategic Plan in 2014, significant legislation was passed through voter initiative. This initiative, Proposition 47, converted the majority of felony drug crimes and theft offenses to misdemeanors. This has created a shift in the makeup of the criminal justice population. Additionally, during this time frame a change to the state realignment funding formula negatively impacted the long term CCP budget forecast. As a result, funding for various programs was reduced in FY 17-18 and the CCP voted on February 26, 2018 to develop funding requests for FY 2018-19 with those same funding reductions in place.

Given the changes in both the criminal justice population and funding available for realignment programming, the CCP believed an update and refresh of the CCP Strategic Plan was needed to ensure effective and sustainable criminal justice services in Yolo County.
 
Strategic Plan Revise Process
The Strategic Plan revise process began in March 2018 with a presentation to the Board of Supervisors of the planned revision process.  The process contained three distinct components: data collection and analysis, strategic planning workshops, and community engagement. This process occurred from March 2018 to January 2019.
 
Data Collection and Analysis
The revise process involved a considerable amount of data collection and analysis that began with the development of an environmental scan report in March 2018 (Attachment C). This report analyzed the state of the criminal justice system in Yolo County with available data and was subsequently approved as an official document. Additionally, a monthly CCP data dashboard was developed to provide a regular collection and analysis of a variety of key data points in the criminal justice system.  This data continues to be collected and reviewed in a collaborative fashion with the CCP members during monthly CCP meetings. Ultimately, the data gathering efforts assisted in strategic plan revision discussions and have set the stage for strategic decision-making regarding budgets and programs in the future.
 
Strategic Planning Workshops
The strategic planning workshops occurred from April 2018 to December 2018 with the purpose to review and revise the goals and objectives in the 2014-2019 Strategic Plan. The workshops occurred during regularly scheduled CCP meetings and were informed by both public input and data. These workshops led to revised goals for the Strategic Plan and were utilized to determine which initiatives were completed, no longer relevant, needed to be continued, and what new initiatives to include. These discussions culminated in the development of a revised CCP Strategic Plan document to span the time frame of 2019-2022.
 
Community Engagement
Community engagement occurred during June 2018 and included three public meetings (In Dunnigan, Esparto, and Davis), a pop-up event at the Davis Farmer’s Market, and an online public survey. The purpose of the engagement was to gather input from members of the public on their priority interests regarding the criminal justice system. Overall, the public engagement efforts yielded considerable public input from the 32 public meeting/pop-up participants and the 64 online survey respondents. This input was compiled into a report (Attachment D), which was shared with the CCP at their July 9, 2018 meeting. Through that report and the public comment received at the strategic planning workshops, several new initiatives were developed and incorporated into the revised Strategic Plan.

In January 2019, the CCP agreed that the latest draft of the CCP 2019-2022 Strategic Plan was ready to be shared with the Board of Supervisors. 

Next Steps
Following the review of the revised Strategic Plan by the Board of Supervisors, the CCP plans to begin implementation. This implementation will include annual reviews to evaluate progress on objectives and to allow opportunities for CCP discussion regarding any unforeseen changes in the criminal justice system that may affect strategic plan progress.
Collaborations (including Board advisory groups and external partner agencies)
The Community Corrections Partnership includes representatives from District 4, the District Attorney’s Office, the Court, Police Departments, Public Defender, Health and Human Services Agency, the Sheriff’s Office, and Probation.

As detailed previously, community engagement was utilized in the development of the revised Strategic Plan to gather input from the public. This included three public meetings (in Dunnigan, Esparto and Davis), a pop-up event at the Davis Farmer’s Market, and an online public survey. These public meetings and online surveys were advertised through a press release, social media, and outreach to local community members.
