Recommended Action
Approve and authorize the Chair to sign agreement 18-0588-000-SG with the California Department of Food and Agriculture in the amount of $46,749 to perform apiary inspection services to ensure the vitality of the beekeeping industry from November 15, 2018 through June 30, 2019, and adopt a resolution increasing the fiscal year 2018-19 budget for the Agriculture Department by $46,749.

Reason for Recommended Action/Background
The health of managed honeybees gained national attention in 2006 following an unsustainable, 50 percent overwinter loss rate of commercial honeybees, attributed to "Colony Collapse Disorder."  Recognizing the critical role of insect pollinators in producing the wide variety of fruit, vegetables, nuts, and other crops that feed the nation and the world, federal funding was made available for conservation and research to improve health of honeybees and other key pollinators.  In 2012, the United States Department of Agriculture concluded that on-going honeybee losses were the result of the combined effects of four key honeybee stressors: pests and parasites; nutrition and lack of forage; pesticide exposure and genetics. Continued honeybee losses can jeopardize not only commercial bee keepers, but the numerous crops that benefit from, or, in the case of almonds, entirely depend on, the honeybee. Almonds could not be produced without the pollination services of managed honeybees.  Yolo County almond production totaled more than 30,000 acres with a value of over $115,000,000 and ranks as the number one crop in Yolo County. This contract would cover the costs related to apiary inspections and help ensure the health of the honeybee industry. 

A resolution increasing the Agriculture Department's budget (FY 18/19) to accommodate this revenue is provided as Attachment B to this staff report.

This agreement is with the California Department of Food and Agriculture.  The County Division of Financial Services was consulted, and County Counsel has approved the agreement as to form.

Costs for performing apiary inspections will be offset by the revenue received.  The contract amount of $46,749 was not included in the Agriculture Department's 18/19 estimated revenues and expenses and should be considered as new funding to the department budget.
