Adopt resolution granting the District Attorney authority to accept, on behalf of Yolo County, $422,109 in grant funding awarded by the California Department of Insurance to support the District Attorney's Workers Compensation and Automobile Insurance Fraud programs. (No general fund impact) (Reisig)
Recommended Action
  1. Adopt resolution granting the District Attorney authority to accept, on behalf of Yolo County, $422,109 in grant funding awarded by the California Department of Insurance.  The Yolo County District Attorney was awarded $284,359 for the Workers Compensation Insurance Fraud Program and $137,750 for the Automobile Insurance Fraud program, which was included in the FY 2018-2019 adopted budget; and
     
  2. Authorize the District Attorney to execute the grant award agreement including any and all amendments or extensions.

Reason for Recommended Action/Background
The District Attorney's office has received funds from the California Department of Insurance since FY 1990-1991.  These funds are used to support the Worker Compensation (WCMP) and Automobile Insurance Fraud (AFRD)  programs within the department.

AFRD cases will include, but are not limited to, the following: Theft of a motor vehicle for finanical gain, reporting a vehicle stolen for the purpose of filing a false insurance claim, switching of vehicle identification numbers to obtain title of a stolen vehicle, arson, staged collisions, etc.

WCMP cases will include, but are not limited to, the following: Premium fraud, medical provider fraud, applicant fraud, etc.
Collaborations (including Board advisory groups and external partner agencies)
The Workers Compensation and Automobile Insurance Fraud programs collaborate with all local Law Enforcement Agencies, State agencies such as the DMV, EDD, Department of Consumer Affairs, California Department of Insurance, and the Bureau of Security Investigative Services.  Both units also work closely with the Insurance industry.

County Counsel has approved the resolution as to form.
