Recommended Action
  1. Approve agreement with Gallaway Enterprises, Inc. in the amount of $90,270 from December 11, 2018 through December 10, 2024, to provide environmental services and final construction permit assistance for the County Road 98 Bike and Safety Improvements Project, Phase II; and
     
  2. Delegate authority to the Director of Community Services and/or the Director of Public Works to sign the agreement and to negotiate, sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement.

Reason for Recommended Action/Background
The CR 98 Phase II project will extend the improvements completed in 2014 between Woodland and County Road 29 southward to the Solano County line.  The project received federal transportation funding for preliminary engineering and project development through the Sacramento Council of Governments (SACOG) in the amount of $1,593,400.
 
Approval of the agreement will provide for the preparation of the required environmental studies to comply with National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) for the project, and will prepare the final permit applications to acquire construction permits for the project.

County Counsel approved the contract as to form.
Competitive Bid Process
A request for proposals (RFP) for environmental services was advertised on Bidsync, beginning September 12, 2018. A notice of the RFP advertisement was also emailed directly to firms known to be experts in environmental services. Five proposals were received by the deadline of October 16, 2018 and evaluated based on the criteria included in the RFP (see below for evaluation criteria). A selection committee of three public works staff engineers reviewed the proposals and conducted interviews with the top three most qualified consultants. The committee ranked Gallaway Enterprises, Inc. as the most qualified consultant with the best proposal based on the proposal, interview, and reference checks.
 
Based on the requirements in the RFP, and following the federal procedures required to ensure the costs of the services qualify for federal reimbursement, it is recommended to contract with Gallaway Enterprises, Inc.

The cost of this six year contract will mostly be expended in the first year of the contract. Sufficient funds have been included in the FY 2018-19 road fund budget for the anticipated work in this fiscal year. In future years, funds for this contract will be included in the recommended budgets. Federal transportation funds will reimburse the road fund at 88.53% for a maximum of $79,916. The minimum matching local funds are $10,354. These funds are available in the road fund.
