CalRecycle administers the Beverage Container Recycling City/County Payment Program (CCPP) and Used Oil Payment Program (OPP) to provide opportunities for beverage container, used motor oil and oil filter recycling. The goal of the CCPP is to reach and maintain an 80 percent recycling rate for all California Refund Value (CRV) beverage containers, aluminum, glass, plastic, and bi-metal. The goal of OPP is to educate California residents about proper motor oil and filter recycling options to minimize illegal dumping and improper disposal of such materials.
Local governments in California, as identified by the California Department of Finance, are eligible to receive funding under these programs. CalRecycle requires Board approval of the attached resolution before the Division of Integrated Waste Management can apply for the funds. In addition, under CalRecycle's new directive, all resolutions are to be open-ended, "effective until rescinded", and cover multiple applicable payment programs to avoid unnecessary paperwork in the future.
Pursuant to Public Resource Code Section 14581 and 48691, CalRecycle annually distributes to local governments $10,500,000 for beverage container recycling and litter cleanup activities and $11,000,000 for used motor oil and oil filter collection activities. Payments are calculated using the Department of Finance's population statistics, which allocates the available funds on a per capita basis, subject to a minimum of $10,000 for counties for each payment program. Yolo County receives a total of $20,000 annually which provides for the following activities:
- Daily acceptance of used motor oil and filters at the Esparto Transfer Station and Central Landfill
- $0.40/gallon rebate to customers who recycle motor oil at the Esparto Transfer Station
- Support for rural businesses who need to implement AB 341 Mandatory Commercial Recycling requirements
- Residential curbside recycling
- Public education promoting beverage container, used motor oil and filter recycling
