Reason for Recommended Action/Background |
JSP Automation was selected through a competitive bidding process and has provided reliable and competent services for electrical systems and instrumentation for a diverse array of projects, including pumping systems, water treatment systems, anaerobic composters and in-vessel liquid digester, as well as the food depackaging system. JSP Automation is deeply immersed in a number of on-going projects and extending their services will prevent project delays and a steep learning curve that would be required by a new consultant. Completion of these projects in a timely manner will allow increased waste management services to be provided to help the County and its Cities increase waste diversion from landfills and add additional revenue streams for the landfill.
JSP Automation has agreed to continue to provide services using the same competitive rate structure that was included in their original 2016 proposal. |

Competitive Bid Process |
In August 2016 the County released a Request for Proposal for professional electrical engineering, instrumentation and software development services. The Waste Management Division received proposals from JSP Automation and Stantec Consulting Services. Division staff determined that JSP Automation was the best qualified to meet the Division’s needs based on their proposal and their competitive rate schedule. The original agreement was a short-form agreement for $100,000 and was approved under the authority of the Purchasing Agent. |

Sufficient funds are allocated in the 2018-2019 Sanitation Enterprise budget under Services & Supplies. The unused balance will be budgeted for this agreement in the next fiscal year. |
