  2. Approve 2019 Intergovernmental Advocacy Policy and Advocacy Priorities.

Reason for Recommended Action/Background
The County took positions on 10 bills in the 2018 legislative session. Attached is a report detailing the outcome of those bills (Attachment A).

Staff has conferred with department heads to update the County’s Advocacy Policies provided as Attachments B and C (redlined and clean versions, respectively) as appropriate. There are no significant changes to the platform other than the amendments adopted by the Board in September 2018 to include immigration related issues. 2018 was the first year in which the Board approved Advocacy Priorities, discrete goals which would be the focus of staff’s advocacy efforts for the year. Below are the 2018 Priorities and status updates.

Laying the groundwork for a potential federal appropriation to fund the remaining $2.2M to construct the County Road 40 bridge:

The County successfully reinstated the County Road 40 Bridge on the Highway Bridge Program list thereby making it eligible for federal funding, likely around federal fiscal year 2020-21. Pre-construction activities are currently underway. Staff estimates the bridge to be construction ready in early 2020.

Identify funding, build a supporting coalition, and implement a plan to develop a bike path from the City of Davis to the Yolo Bypass Causeway:

Initially, it was contemplated that the Yolo County Transportation District would lead this effort given this would be a multi-jurisdiction effort. However, following the California Public Utility Commission Alternative Dispute Resolution process regarding the County Road 32A at-grade crossing relocation it is now contemplated that those scoping efforts and workgroup could also include this bike path element.

Receive state approval to transfer maintenance of County Service Area (CSA) 6 levees to the California Department of Water Resources:

Staff began efforts to address deferred maintenance on the CSA 6 levees. Additionally, the County was awarded a $500,000 planning grant from the Department of Water Resources as part of the Small Communities Flood Risk Reduction Program which will study the feasibility of a $40 million levee improvement project.  Other grants, totaling roughly $400,000, have been secured to address deferred maintenance and inspections of pipes that penetrate the levees. 

Receive state approval to transfer maintenance of the Huff’s Corner levee on Cache Creek to the California Department of Water Resources:

In response to County advocacy efforts, the Department of Water Resources informed the County of its preference for the County to retain maintenance responsibility of Huff’s Corner, but advised the County of potential funding opportunities through its Flood System Repair Project. The County and the Department of Water Resources are currently working towards a scope of work for what may result in be a $3 million grant agreement to repair the levee.

2019 Recommended Priorities

For 2019, staff is recommending the following Legislative Priorities:
  • $250,000 state budget appropriation for capital improvements to the Yolo Library
  • State budget appropriation for a pilot study of the Yolo Crisis Nursery to understand the public benefits provided by crisis nursery respite care and/or legislation granting counties greater authority to contract with crisis nurseries for temporary foster care placements
  • Legislation directing the California Department of Social Services to draft a standardized Work Study notice for use across public higher education systems to provide clear guidance to county welfare agencies as to potential Work Study exemption eligibility for Cal Fresh
The 2019 Intergovernmental Advocacy Policy and Advocacy Priorities were previously approved by the Legislative Board Subcommittee.
