Reason for Recommended Action/Background
The 2020 Census is the decennial census, mandated by Article 1, Section 2 of the United States Constitution.  Census results are used to allocate Congressional seats, electoral votes, and government program funding to state and local governments.  The importance of a complete and accurate count can not be understated.  For this reason, the California Legislature has appropriated $90.3 million to fund activities related to the 2020 Census, $26.5 million of which is available to participating California counties to conduct outreach and assistance designed to increase participation in census response.

By opting in to partner with the State and creating a community count committee, the County will receive $127,079 to conduct outreach.  Outreach will focus on geographic areas and demographic populations who are least likely to respond, commonly referred to as hard-to-count areas.  The County will develop an outreach plan in collaboration with the cities, schools, community based organizations and other civil society organizations to avoid duplication of effort and identify methodology to address gaps in census responses.  Other requirements of acting as a local community count committee are to participate in monthly State regional meetings, preparing quarterly reports, an implementation plan and a final report.

Staff recommends adoption of the attached resolution (Attachment A) required by the State in order to enter into an agreement (Attachment B) with the State and accept Complete County Census 2020 funding.
