Recommended Action
  1. Approve amendment to Agreement No. 17-55, with Raney Planning and Management, Inc., increasing total compensation by $6,905, and extending term through December 31, 2019 for environmental and permitting services with regards to the Knights Landing Boat Launch Improvement project; and

  2. Approve work authorization in the amount of $111,279 with APTIM, utilizing Agreement No. 17-75, for on-call consulting services for design and engineering work related to the Knights Landing Boat Launch Improvement project.

Reason for Recommended Action/Background

In April 2017, the Board of Supervisors approved Agreement No. 17-55 with Raney Planning and Management for environmental and permitting services in the amount of $116,079. Raney's sub-consultant, Live Oak Associates, has been responsible for the extensive permitting efforts required for the project. Many of the state and federal permit applications have proved increasingly complex and required Live Oak Associates to expend additional time and resources to complete. The additional $6,905 would allow Live Oak Associates to complete the remaining necessary permitting work, bringing the contract total to $122,984. Additionally, the contract term is proposed to be extended through December 31, 2019 to allow for uninterrupted services (original contract is set to expire June 30, 2019).

APTIM was retained via existing the 2017-2020 On-Call Consulting contracts after the division learned that the engineering firm who originally prepared the design plans went out of business and did not provide the County with AutoCAD files of the completed plans. At the January 9, 2018 Board of Supervisors meeting, use of General Fund Contingency in the amount of $100,000 for engineering services was received. The original work authorization for APTIM work on this project was in the amount of $98,847. APTIM has completed the 100 percent design plans as required under the original work authorization.  However, staff will need APTIM to be available during the remainder of the permitting and construction process to respond to comments from permitting agencies and to revise the plans as needed. The additional services are anticipated not to exceed $12,432, bringing the authorization to $111,279, an amount that requires BOS approval.

Competitive Bid Process
In March 2017, a Request for Qualifications (RFQ) was solicited for coordination of environmental and permitting work required to be completed prior to construction activities on this project. Seven submissions were received for completion of this work and were reviewed and scored by GSD staff, with Raney Planning & Management, Inc., securing the contract.  Agreement No. 17-55 was approved by the Board of Supervisors on April 25, 2017.

On-call consulting contracts were solicited via RFQ for consultant services in January 2017. A review panel, comprised of representatives from the County Administrator's Office, County Counsel and the General Services Department, reviewed and scored the 92 responses and recommended issuing contracts to 70 of those who submitted. Contracts were approved by the Board of Supervisors in mid-2017. The General Services Department solicited scopes of work and quotes from civil engineering companies on the on-call list in October 2017 to provide engineering services and recreate the design plans for the Knights Landing Boat Launch Improvement project, and ultimately selected APTIM in December 2017.

The General Services Department complies with the County Administrative Policies & Procedures Manual (APM) for all work awarded under the on-call contracts. This allows the County General Services Director to authorize services for emergency work and other non-grant funded repair, construction, and/or urgent design projects under $100,000 with approval from the County Purchasing Agent and/or the County Administrators Office depending upon project funding. All projects awarded that are over $100,000 or any grant funded work will be brought to the Board of Supervisors for approval. All contracts are on file with the Clerk of the Board of Supervisors.
