Adopt two resolutions authorizing the Yolo County Health and Human Services Agency to participate in the No Place Like Home Program for the Competitive Allocation and the Non-Competitive Allocation.

Reason for Recommended Action/Background
On August 15, 2018, the Department of Housing and Community Development (HCD) released the Notice of Funding Application (NOFA) for the No Place Like Home (NPLH) Program Non-Competitive Allocation funds. Additionally, on October 15, 2018, HCD released the NOFA for the first round of the NPLH Program Competitive funds.

The NPLH Program’s purpose is to acquire, design, construct, rehabilitate, or preserve permanent supportive housing for persons who are experiencing homelessness, chronic homelessness or who are at risk of chronic homelessness and who are in need of mental health services. Yolo County is eligible to receive an allocation of approximately $638,340 in non-competitive funding, and may also submit multiple funding applications for competitive funds.  Yolo County will be competing in the “mid-sized counties” pool of funding, which includes counties with a population of 200,000 to 750,000.

Staff intends to submit two competitive applications to provide funding for the construction of permanent supportive housing, one in partnership with the City of West Sacramento and Mercy Housing, and one in partnership with the City of Woodland and Friends of the Mission. Staff intends to split the non-competitive allocation between these two projects to be utilized as leverage funding, which will make the competitive applications more competitive against other mid-sized counties.

By adopting the attached resolutions, the Board of Supervisors is formally authorizing the County to participate in the No Place Like Home Program, and additionally committing to provide supportive services as specified in the No Place Like Home Program Guidelines, including:
  • Making mental health supportive services available to each of the project’s tenants for at least 20 years; and
  • Coordinating the provision of or referral to other services (including, but not limited to, substance use services).

It is staff’s recommendation that the Board of Supervisors adopt the resolutions authorizing staff to participate in the NPLH Competitive and Non-Competitive Programs.
