Reason for Recommended Action/Background |
The Yolo County Hazard Mitigation Plan (on file with Clerk of the Board) is a comprehensive planning effort which identifies the hazards that Yolo County and each of its jurisdictions is at risk from, and which leads to the development of projects and actions to mitigate that risk. The plan is a living document that has to be officially updated every five years in order for the County and each of its jurisdictions to be eligible for hazard mitigation assistance grant funding from the Federal Emergency Management Agency (FEMA). The first draft of the plan was completed by the County and approved by FEMA in 2013. As part of the official 2018 update process that began in early 2017, the County held numerous meetings with internal stakeholders as well as the public to gather information and input for the plan.
Changes made to the 2013 submission include:
- Expanded information on the hazards the plan addresses,
- Addition of climate change as hazard,
- Additions to the mitigation strategies within the plan,
- Inclusion of progress information from the mitigation strategies in the 2005 and 2013 plan,
- Expanded jurisdictional community profiles for the participating jurisdictions, and
- Addition of information to meet requirements of the Emergency Management Accreditation Program.
In August of 2018, the five year update of the Multi-Jurisdictional Hazard Mitigation Plan was approved by FEMA, pending adoption by the Board of Supervisors. Final approval from FEMA will be provided once it has been adopted by Yolo County. Formal adoption documentation must be submitted to the FEMA Regional Office within one calendar year or the entire plan must be updated and resubmitted for review.
After the official 2018 plan update is adopted and approved, the County will continue to update the plan as part of its annual maintenance cycle. The official 2023 plan update process will commence in early 2022. |

Yolo County collaborated with the cities of Davis, West Sacramento, Winters, and Woodland; the Yocha Dehe Wintun Nation, Yolo County Housing, Reclamation District 108, the Sacramento River West Side Levee District, the Knights Landing Ridge Drainage District, Reclamation District 900, Reclamation District 2035, and the Yolo County Flood Control & Water Conservation District. |
