Approve agreement with Martin & Chapman Company in the amount of $600,000 for ballot printing services for the June 5, 2018 and November 6, 2018 elections.

Reason for Recommended Action/Background
The Yolo County Elections branch of the Assessor/Clerk-Recorder/Elections is responsible for conducting all elections as called for by federal, state, and county governing bodies. There are strict printing requirements and certification standards set forth by the California Secretary of State for the production of election ballots for the Hart Voting System, the current voting system of record for Yolo County. Martin & Chapman's excellent quality of work in the past and professionalism has made them a reliable and trustworthy vendor.

Martin & Chapman are one of six California based printers certified by the State to produce the Hart Voting System ballots and only one of 3 to have received additional certification from Hart Intercivic for meeting the company’s quality control for printing standards. Given their continued commitment to election security and consistent pricing since the June 2016 Open Primary Election, the department determined Martin & Chapman to be best vendor for services in 2018. In 2019 the Yolo Elections anticipates purchasing a new elections system and will proactively work with DFS (Procurement) to find the most qualified vendors to meet the county's needs.
