Approve agreement with Yolo Crisis Nursery, Inc. in the amount of $100,000 for the purpose of offering Crisis Respite Care for the period July 1, 2018 through June 30, 2019. (General fund impact $100,000) (Larsen)
Recommended Action
  1. Approve agreement with Yolo Crisis Nursery, Inc. in the amount of $100,000 for the purpose of offering Crisis Respite Care for the period July 1, 2018 through June 30, 2019; and

  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Letters not to exceed $100,000 per fiscal year, for a 5-year maximum payment obligation not to exceed $500,000.

Reason for Recommended Action/Background
On March 27, 2014 EMQ Families First announced that it did not plan to continue operating the Yolo Crisis Nursery effective June 30, 2014. EMQ Families First was the parent organization for the Yolo Crisis Nursery program, which has been in operation in Yolo County for fourteen years and works towards the goal of preventing child abuse by offering a safe and healthy place parents can voluntarily place their young children (ages 0-5) for child care during difficult times.
 
Services provided by the Crisis Nursery include the following;
  • Crisis respite overnight care for children 0-5
  • Crisis respite daycare for children ages 0-5 from 7am-7pm
  • Respite daycare for foster parents of children ages 0-5 from 7am-7pm
  • Subsidized preschool for children ages 2-5 from 9am-12pm
  • Case management for parents
  • Referrals to community resources
  • Emergency transportation for clients
  • Assessments and referrals for children
  • Care packages

Following the announcement of EMQ, members of the Yolo community expressed significant concern over the potential loss of the program, and a large community effort was undertaken to save the program. EMQ Families First agreed to continue operating the program through FY14-15, in order to allow the program to conduct fundraising, develop an operating plan and establish independent 501(c)3 status. Yolo Crisis Nursery, Inc. was officially established as an independent non-profit (separating from EMQ Families First) on July 1, 2015.

County Counsel has approved this Agreement as to form.
Competitive Bid Process
This contract is based on a direct award to Yolo Crisis Nursery from the Yolo County Board of Supervisors during the FY 2018-19 Adopted Budget Hearing.

These services will be funded by General funds. The amount of $100,000 is included in the HHSA adopted budget for FY18-19.  The related funding will be included in the requested budget process for future fiscal years.

Option Years:  The County may exercise its option to extend the term of the Agreement pursuant to Section I(A), of Agreement, as described in the table below. In no event shall the term of the Agreement extend beyond June 30, 2023 nor shall the total contract maximum exceed the amount of FIVE HUNDRED THOUSAND DOLLARS ($500,000), unless otherwise agreed to in writing by the parties and in conformity with the Yolo County Procurement Policy (“Yolo County Procurement Policy”) approved by the Yolo County Board of Supervisors on March 20, 2018, via Minute Order No. 18-55, Item No. 32.
