Recommended Action
  1. Accept as complete the construction of the El Macero Fiberized Micro Surfacing project, performed under Agreement No. 5555-2018-3011 by VSS International, Inc.; and
     
  2. Authorize the Director of Public Works to sign and record the Notice of Completion.

Reason for Recommended Action/Background
VSS International, Inc. (VSSI, Inc.) completed the El Macero Fiberized Micro Surfacing project construction on September 21, 2018 in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work will allow the Notice of Completion to be recorded and the project to be formally closed out.
 
BACKGROUND
 
The El Macero Fiberized Micro Surfacing project will extend the life of the existing asphalt concrete (AC) roads and concrete gutter located within the El Macero residential home development. Improvements consisted of digging out and replacing failed AC, removing and replacing failed concrete gutter, placing root barrier, sealing existing AC surface cracks, placing two coats of Fiberized Micro Surfacing over all AC surfaces, and placing thermoplastic traffic striping and pavement legends.  El Macero County Service Area (CSA) requested and change orders were executed to raise monument and manhole covers.
 
The Board of Supervisors approved the plans, specifications and a budget resolution for this project on March 6, 2018, and authorized the Department to advertise for bids and award the contract to the lowest responsive bidder.
 
Work began on April 30, 2018 and was substantially complete on June 4, 2018. Additional change order work and punch list items were completed by September 21, 2018.
Collaborations (including Board advisory groups and external partner agencies)
El Macero CSA provided the construction funds and collaborated with staff on the scope of work and community notification.

The total cost of this project is $890,000.  Most of this was budgeted and spent in FY 2017/18 leaving approximately $70,000 to be paid in FY 2018/19.  The El Macero CSA reimbursed the Road Fund for all construction costs.  The Road Fund provided design and construction engineering services.
