Recommended Action
Approve agreement with Yolo County Children’s Alliance to provide Voluntary Income Tax Assistance (VITA) in the amount of $100,000 for the period of July 1, 2018 through June 30, 2019.

Reason for Recommended Action/Background
The Health and Human Services Agency Service Center Branch strives to ensure low-income Yolo County families have every available resource to them. The Voluntary Income Tax Assistance (VITA) program assists working individuals to prepare their income tax paperwork, and is an effective and low cost way to assist working Yolo families in accessing the Earned Income Tax Credit and maximizing their full return. VITA services can bring hundreds of thousands of dollars back to Yolo County families, which they can then use to support their basic needs and supplement family income. Approval of this contract will continue our ongoing partnership with the Yolo County Children's Alliance, RISE, Inc. and Empower Yolo to offer this very beneficial service to the community.

Program Purpose

To provide free tax preparation assistance throughout Yolo county, for the purpose of assisting low income households to claim their tax credits and refunds, thereby bringing hundreds of thousands of dollars to the county’s lowest income households. Additionally, the program bolsters the local economy by bringing additional dollars to local Yolo county businesses via households who have additional funds to spend.

Program Information

Recruit and train volunteers and train staff to assist as many lower income Yolo county residents as possible to file their federal and state income taxes and claim their earned income tax credit, child tax credit, and any other credits for which they qualify. Also to provide them with pre and post-tax assistance.

This contract is based on a direct award to the Yolo County Children's Alliance from the Yolo County Board of Supervisors during
the FY 2018-19 Adopted Budget Hearing.

These services will be funded by the General Fund and/or Pomona Fund in FY18-19.  The amount of $100,00 is included in the HHSA adopted budget for FY18-19.  The related funding will be included in the requested budget process for future fiscal years.
The following is the breakdown of funding for this agreement:

Option Years:  The County may exercise its option to extend the term of the Agreement pursuant to Section 2, of the Agreement.

In no event shall the term of the Agreement extend beyond June 30, 2023 nor shall the total contract maximum exceed the amount of Five Hundred Thousand Dollars ($500,000), unless otherwise agreed to in writing by the parties and in conformity with the Yolo County Procurement Policy.
