Recommended Action
Approve official names for the following county buildings:
 
  1. Shipley Walters Center for Yolo County Archives and Library Services (226 Buckeye Street, Woodland)
  2. Helen MacLeod Thomson Health and Human Service Agency Service Center/District Offices (600 A Street, Davis)
  3. Tuli Mem Park, Esparto Community Park and Aquatic Center (17257 Yolo Avenue, Esparto)

Reason for Recommended Action/Background
Three facilities have either been undergoing remodel or new construction.  As part of the construction process, staff have developed a process for naming the facilities which includes outreach to stakeholders and vetting through the Board Committee on Capital Investments in accordance with the County's Naming of County Assets policy (Attachment A).  Below are staff recommendations for the naming of the County Archives and Library Services building, the Davis HHSA Service Center and the Esparto Community Park and Aquatic Center.

County Archives and Library Services to be named the Shipley Walters Center for Yolo County Archives and Library Services. County staff and stakeholders of the library/archives building, including the Library Advisory Board and Friends of the Archives, were asked to submit possible names. Shipley Walters was the only name submitted and was approved by both the Library Advisory Board and Friends of the Archives.  Ms. Walters founded and then served as the first president of the Friends of the Yolo County Archives as well as starting and serving as the first editor of The Archives Ledger, which is now in its 31st year of production.  Ms. Walters has spent over 4,000 hours in volunteer service to the Archives.  The Archives and Library Services building is currently undergoing a remodel, primarily to make the facility more appropriate for the long term storage of archival material.  Once the renovations are complete, a grand opening and naming ceremony will be held to honor Ms. Walters.

Davis HHSA Service Center to be named the Helen MacLeod Thomson Health and Human Services Agency Service Center/District Offices. County staff, stakeholders and the public, were asked to submit names for the Davis HHSA Service Center/District Offices. Four names were nominated. A committee, consisting of the Chairs of the following stakeholder/advisory groups: the Local Mental Health Board, Health Council, Homeless, Poverty Action Coalition and the Maternal, Child, Adolescent Health Group, as well as staff members from the Davis HHSA Service Center, scored the four nominated names on criteria from the County's policy (Attachment A). Naming the facility after Ms. Thomson received the highest score and was approved by the Committee on Capital Investments.  Ms. Thomson is honored for her service and leadership in public office as both an elected official in the California Assembly and Yolo County Board of Supervisors as well as numerous non-profit Boards and organizations.  Ms. Thomson is a tireless champion of physical and behavioral health supports and interventions and uses her energy and dedication to constantly find ways to provide effective health and human services.  The Davis HHSA Service Center is currently undergoing a remodel and will hold a grand re-opening and naming ceremony in November to honor Ms. Thomson.

The name Tuli Mem Park was the name selected for the Esparto Community Park and Aquatic Center by Yocha Dehe Wintun Nation (Attachment B), in recognition of the Tribe's significant contributions to the construction of the facility. The name Tuli Mem Park translates to Swimming Water Park in the Tribe's native Patwin language. Central to Yocha Dehe's mission is revitalizing their native Patwin language, as well as protecting and cultivating the Tribe's cultural traditions, practices and resources.  Upon completion of the Center, a grand opening and naming ceremony will be held which is anticipated to be in early 2019.
