Adopt Resolution of Acceptance of Final Subdivison Map No. 5134, that would divide three separate corner parcels in an existing residential subdivision in the town of Esparto, totaling 0.6-acres, into six parcels. The parcels are located in the Country West Unit No. 2 development, at 25983 Monroe Street, 25943 Craig Street, and 16975 Campos Street, (APNs: 049-504-015, 049-502-016, 049-503-018).  (No general fund impact) (Echiburu/Tschudin)
Recommended Action
  1. Adopt Resolution of Acceptance of Final Subdivison Map No. 5134 (Attachment B);

  2. Adopt the Negative Declaration as the appropriate level of environmental review in accordance with the California Environmental Quality Act (CEQA) and Guidelines (Attachment F);

  3. Instruct the Clerk of the Board of Supervisors to verify that the Tax Collector has signed the map; and

  4. Authorize the Clerk of the Board of Supervisors to sign and transmit Final Subdivision Map No. 5134 (Attachment C) to the County Clerk-Recorder for filing.

Reason for Recommended Action/Background
The project is a request for approval of a Final Subdivision Map to divide three separate corner parcels located within an existing residential subdivision into six lots. The parcels lie within the town of Esparto and were originally part of the Country West Unit No. 2 subdivision, which was approved in 2000. Yolo County Housing Authority has owned the property since its creation.

The three parcels were originally created as six lots that were designated for affordable housing. In 2005, Yolo County Housing Authority submitted an application to merge the six lots into three, anticipating the construction of one duplex on each lot that would be used for farmworker housing. Now, the Housing Authority wishes to reestablish the six lots so each can be developed with small affordable single-family homes. The current configuration is three separate 0.20-acre parcels: “Parcel 1” (APN: 049-502-016), located at the corner of Campos Drive and Monroe Street; “Parcel 2” (APN: 049-504-015), located at the corner of Grafton Street and Campos Drive; and “Parcel 3” (APN: 049-503-018), located at the corner of Craig Street and Wyatt Way.

After the subdivision, the lots would range in size from 3,692 square feet to 4,873 square feet, measuring either 35 or 45 feet in width by 105.51 to 110.98 feet in length (depth). The parcels are vacant and would receive water and sewer services from the Esparto Community Services District. The parcels are designated Residential Low (RL) in the General Plan and zoned Low Density Residential/Planned Development (R-L/PD-48).

On January 18, 2018, the Planning Commission held a public hearing to consider the proposed Tentative Subdivision Map and recommended that the Board of Supervisors approve the project, a Subdivision Map that would re-establish six lots that were originally created when the Country West Unit No. 2 subdivision was approved in 2000.  The proposed subdivision is consistent with the applicable standards set forth in Title 8, Chapter 1, Article 3 of the Yolo County Code (Subdivision Map Requirements) and State Subdivision Map Act.

The proposed project is consistent with the General Plan and Development Code. The surrounding parcels are developed with single-family residences. The Planned Development-48 (PD-48) overlay zone for the parcels specifies that the original six residential lots were allowed a minimum area of 3,500 square feet per parcel, this was intended to accommodate smaller more affordable units. Project approval would allow for future infill development in an existing residential area and provide for a diversification of housing costs and options in the unincorporated part of Yolo County.

The Tentative Subdivision Map was reviewed by the Esparto Citizens Advisory Committee (ECAC) and made available for public comment during an initial 30-day public review period for the Initial Study/Negative Declaration from December 7, 2017 to January 7, 2018. One comment was received expressing concern with lot size.

The Planning Commission approved the Tentative Subdivision Map on January 18, 2018. The office of the County Counsel has reviewed and approved the Subdivision Map Acceptance Resolution to form.
