1. Turning Point EPSDT:
Early and Periodic Screening, Diagnosis and Treatment (EPSDT) community-based services to Medi-Cal eligible children and adolescents is mandated by federal statute and court agreements signed by the state; it ties to the county's greater commitment to keep children safe, healthy, at home, in school and in their communities. This amendment allows Health & Human Services Agency (HHSA) to continue efforts to support community-based services to children and families by increasing access to services in local communities and preventing higher cost and more restricted treatment alternatives, by placing children and youth in residential care and/or hospitalizations from occurring more than necessary.
Approval of this Fifth Amendment will allow the continuation of mental health services through June 30, 2018. An increase of $200,000 will begin the process of hiring staff to serve children on the wait list, which will reduce the children and youth on treatment waiting lists.

2. YFSA EPSDT:
The provision of Early and Periodic Screening, Diagnosis and Treatment (EPSDT) community-based services to Medi-Cal eligible children and adolescents is mandated by federal statute and court agreements signed by the state. In order to meet federal mandates and make efforts to reduce residential placements and hospitalization, HHSA continues to diligently work with local community-based organizations to develop a continuum of care that provides treatment options to children and families in the community that will deliver support services in the least restrictive environment possible.
This Agreement manifests the collaboration between HHSA and YFSA. YFSA provides services to children referred by HHSA, Child, Youth and Family Branch’s Child Welfare Services (CWS). In accordance with Senate Bill 785, YFSA also provides services to out-of-county foster youth residing in Yolo County. Through these collaborative efforts, HHSA is able to increase access to services and support while at the same time making efforts to reduce costs by preventing higher cost of care such as hospital and residential treatment.
YFSA reports that they will underspend their budget for fiscal year 2017-18 by $200,000. Savings on this contract will be used for Turning Point Community Programs to begin the process of hiring staff to serve children on the wait list, which will reduce the children and youth on treatment waiting lists.

On October 7, 2013, Yolo County Health and Human Services Agency, formerly known as ADMH issued a Request for Proposals (RFP) for Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) – Community Based Services/Therapeutic Behavioral Services (CBS/TBS) and on January 9, 2014 ADMH posted via BidSync a Preliminary Intent to Award Notice for these services. The RFP was open for 28 days (four weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Pre-Proposal Conference on October 29, 2013. Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA by November 4, 2013.
HHSA received six proposal(s) from this solicitation. The proposal submitted by Turning Point Community Programs was selected as the top choice by all members of the Review Committee, and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

The proposal submitted by Yolo Family Service Agency was evaluated and found to meet all the required qualifications to provide these services. The RFP was open for 21 days (three weeks), and staff offered potential bidders an opportunity to ask questions during a Voluntary Bidders' Conference on March 11, 2014. Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA by March 28, 2014.
HHSA received four proposal(s) from this solicitation. The proposal submitted by Yolo Family Service Agency was selected as the top choice by all members of the Review Committee, and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.
