Recommended Action
  1. Accept as complete the construction of 2017 Pavement Preservation Project, at various locations, performed under   Agreement No. 5555-2018-3011 Northwest by Northwest Paving, Inc.; and
     
  2. Authorize the Director of Public Works to sign and record the Notice of Completion.

REASON FOR RECOMMENDED ACTION
Northwest Paving, Inc., completed construction of this project on January 11, 2018 in accordance with the contract plans and specifications.  The Board of Supervisors’ acceptance of the work will allow the Notice of Completion to be recorded and the project to be formally closed out.

BACKGROUND 
The Board of Supervisors approved the plans and specifications for this project on May 23, 2017, and authorized the Department to advertise for bids and award the contract to the lowest responsive bidder. 
 
Five bids were received at the bid opening on June 29, 2017.  The construction contract was awarded to the lowest bidder and executed on July 21, 2017 in the amount of $3,651,809.  Work began on August 28, 2017 and was substantially complete on December 8, 2017.  Final punch list items were completed by January 11, 2018.
 
On road segments where the pavement had far exceeded its design life, the existing pavement was replaced. These pavement replacement projects were funded with $1.5 million in General Fund funds that the Board of Supervisors previously dedicated to the project.  The General Fund funding covered the cost of placing more than 20,000 tons of asphalt concrete pavement.  The pavement replacement work included two basic strategies: 

     1.  Grind and remove the top layer of pavement and overlay with asphalt concrete.
     2.  Completely pulverize pavement in place, grade, compact and pave with asphalt concrete.

This work was followed by shoulder work to conform to existing grades and driveways.
 
On the balance of road segments, the work included digging out and replacing failed pavement areas, crack sealing, and applying a chip seal to seal the entire pavement surface.  All of the pavement improvements were followed by striping.   
 
The roads where work occurred are located throughout the County as shown on the location map (see Attachment A) and listed below:
CR 29A from I-505 to CR 92E   
CR 92E from CR 29A to CR 29
CR 29 from CR 92E to CR 102
CR 89 from Winters city limit to CR 31  
CR 89 from CR 28 to CR 26
CR 87 from S.R. 16 to south of CR 19A
CR 27 from I-505 to west of CR 92D
CR 4 from CR 88 to CR 99W  
CR 89 from CR 6 to CR 99W
CR 6 from CR 88 to I-5    
 
Due to low temperatures late in the season, two small segments shown in the originally approved plans were not chip sealed:  CR 88 from CR 6 to CR 4, and CR 99W from CR 4 to CR 89 (Main St.)
