Recommended Action
Authorize the Chair to sign an amendment to Agreement No. 15-130 to increase the cap for the agreement with Bureau Veritas North America, Inc. from $500,000 to $600,000 for building plan review, building inspection and other permit-related professional services on an as-needed basis.

Reason for Recommended Action/Background
Bureau Veritas (BV) is a consulting firm with an existing contract with the County of Yolo to provide building plan review, inspection, and other permit-related services. The current contract is capped at $500,000 over a three year period, ending in 2019.

Increased building permit activity has resulted in an increased demand for services related to plan review, inspection and other permit-related services that outside consultant firms, including BV provide. Additionally, in March 2017, the Chief Building Official position was vacated, creating a need for a temporary, contracted interim Chief Building Official until the position was filled. BV provided personnel for this purpose under the contract which was another factor that, in addition to the increase in building permit activity, resulted in expenditures with the BV contract exceeding original expectations as outlined in the current agreement.  The costs of these expenditures have been balanced with revenue from building permit fees and salary savings.

Staff recommends that the agreement with BV be amended as shown in Attachment A from $500,000 to $600,000.  By amending these agreements, staff will have the flexibility to continue assigning projects to contract plan reviewers and/or inspectors who are best suited to meet the Building Inspection Division needs.

There would be no impact to the general fund as a result of the recommended actions.  Funding for contractual plan review, inspection and other permit-related professional services as described herein is generated directly from the fees collected from plan review and building permits.
