Recommended Action
Approve implementation of SB303 to waive building permit fees for disabled veterans for specific improvements. Should the Board wish to implement SB330 and waive building permit fees for disabled veterans, staff recommends that the Board allocate $20,000 from General Fund Contingency to offset the cost of this action to the Building Division.

Reason for Recommended Action/Background
At the January 9, 2018 Board of Supervisors meeting, the Board agreed with Supervisor Rexroad’s request to add this item to a future agenda for Board for discussion and consideration.

Background
Senate Bill 330 authorizes cities and counties to waive or reduce all building permit fees for improvements to the home of a veteran with a qualifying disability that are made to accommodate that disability.  A qualifying disability means a disability that is recognized as service connected by the United States Department of Veteran Affairs.

Analysis
Given that the Building Division is largely funded by Building Permit Fees, in order to cover the cost of these potential fee waivers, funds from the General Fund would be needed. The Building Division does not collect veteran status data, therefore it is difficult at this time to report how many residential upgrades can be attributed to the types of disabilities covered by SB330. However, using ADA upgrades as a proxy, staff can provide a reasonable estimate.  On average, fees for ADA upgrades are approximately $2,000. Over the last three Fiscal Years, there has been an average of three (3) residential buildings per year that have applied for ADA upgrades.  Considering that Board approval to implement SB330 in Yolo County may lead to a temporary increase in permit applications, it is reasonable to assume that ADA upgrade permits could reach 10 per year. Therefore, the estimated impact to the General Fund is $20,000 annually. Should the Board wish to implement SB330 and waive building permit fees for disabled veterans, staff recommends that the Board allocate $20,000 from General Fund Contingency to offset the cost to the Building Division. The Building Division would draw from this allocation as applications are submitted.
