Recommended Action |
- Adopt the attached Resolution of Acceptance of Parcel Map No. 5127 for Pfanner Pfarm (Attachment B);
- Adopt the Negative Declaration as the appropriate level of environmental review in accordance with the California Environmental Quality Act (CEQA) and Guidelines, (Attachment F);
- Instruct the Clerk of the Board of Supervisors to verify that the Tax Collector has signed the map;
- Authorize the Clerk of the Board of Supervisors to sign and transmit Parcel Map No. 5127 (Attachment C) to the County Clerk-Recorder for filing.

Reason for Recommended Action/Background |
On November 9, 2017, the Planning Commission approved a Tentative Parcel Map request from the applicant to divide approximately 160 acres into two separate legal parcels (“Parcel 1” and “Parcel 2”). The purpose of the Parcel Map is to enhance existing and future agricultural operations on the property, including expansion of the walnut orchard. The applicant has satisfied all conditions placed on Tentative Parcel Map No. 5127 and has submitted the final Parcel Map for acceptance by the Board of Supervisors. The TPM meets the 80-acre minimum parcel size requirement and the intent of policies in the 2030 Countywide General Plan that govern the division of agricultural lands.
BACKGROUND
The property is located west of the City of Davis on the north side of County Road (CR) 32 (Russell Boulevard), the east side of CR 97, and the west side of CR 97D, and bisected by Dry Slough. The property contains two separate home sites, which are located on either side of Dry Slough.
The original home site is located on the north side of Dry Slough and is accessed by CR 97D. The second home site, constructed in 2014, is on the south side of the slough, accessed off Russell Boulevard, and was approved by Variance in 2012 which allowed the applicant to exceed the County’s clustering requirement for siting agricultural residences within 250 feet of each other.
Approval of the Parcel Map will allow the property owner to divide the existing parcel into two legal parcels. While no additional development is proposed at this time, the owners would be allowed to construct one ancillary dwelling on each new parcel, in addition to the two existing homes. The property is currently owned by the Pfanner Pfarm Survivor’s Trust and the proposed split will allow each Pfanner heir to pursue their separate agricultural endeavors, which without the split, would not be economically feasible.
The TPM meets the 80-acre minimum parcel size requirement and the intent of policies in the 2030 Countywide General Plan that govern the division of agricultural lands. Specifically, policies in the Land Use and Agriculture Elements ensure that agricultural land is not divided for purposes other than agricultural uses, and that resulting parcels will not be infeasible for farming. |
