Recommended Action
Approve eighth amendment to agreement No. 14-64 with Yolo Community Care Continuum (YCCC) to update and clarify certain terms and increase fiscal year 2017-18 maximum compensation by $57,670 and fiscal year 2018-19 maximum compensation by $115,340 for an aggregate contract maximum amount of $4,073,530 for the provision of crisis residential mental health services.

Reason for Recommended Action/Background
Crisis Residential (Safe Harbor) and After Hours Phone Triage Amendment #8
YCCC provides crisis residential services to Yolo County consumers experiencing acute or severe psychiatric episodes requiring temporary removal from their home environment, and who meet the mental health medical necessity criteria.
 
Additional funds in the amount of $173,010 ($57,670 for FY17/18 & $115,340 for FY 18/19) are needed to align with utilization of the crisis residential services during fiscal year’s 17/18 and 18/19. The After Hours Phone Triage services provides information about services needed to treat urgent conditions; how to access specialty mental health services; and how to use the beneficiary program resolution and Fair Hearing process.  There are no changes to this scope of service.
 
Approval of this amendment will further the Health and Human Services Agency’s efforts to support community-based services and prevent higher cost of care from occurring more than necessary.

County Counsel has approved this amendment as to form.
 
Competitive Bid Process
On February 25, 2014 RFP, Alcohol, Drug and Mental Health (ADMH), now known as Health and Human Services Agency (HHSA), issued a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing Crisis Residential Services and an RFP requesting proposals from qualified providers interested in providing After Hours Phone Triage Services. A new RFP requesting proposals from qualified providers interested in providing After Hours Phone Triage Services and other non-residential crisis services was released on December 20, 2017 and has not yet been awarded.
 
In response to the February 25, 2014 the Crisis Residential Services RFP, HHSA received one (1) proposal.  After evaluation of the proposal, YCCC was selected to provide these services.

In total this amendment will increase fiscal year 17-18 by $57,670 and fiscal year 18-19 by $115,340.  The increased amount for fiscal year 17-18 is included in HHSA’s adopted budget.  HHSA will budget future fiscal years accordingly.
 
County shall pay Contractor using a combination of funding sources (SAMHSA, FFP Medi-Cal, Realignment, etc.), as Health and Human Services claims for federal financial participation (FFP) reimbursement first when applicable.
