Recommended Action |
- Approve agreement with Legal Services of Northern California to provide civil legal services for clients eligible for the Proposition 47, Steps to Success program in the amount of $265,500 for the period November 16, 2017 through August 15, 2020; and
- Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic changes or increases in funding.

Reason for Recommended Action/Background |
In November 2016, the California Board of State and Community Corrections (BSCC) released a Request for Proposals (RFP) soliciting applications for funding from the proposition 47 Grant Program. The Proposition 47 funding is available to public agencies (in partnership with the communities they serve) through a competitive application process. The aim of the funding is to offer criminal justice diversion opportunities coupled with mental health and substance use treatment for people involved with the criminal justice system.
On January 10, 2017 HHSA staff provided a presentation to the Board of Supervisors to share information regarding the draft proposal and to seek input from the Board. Additionally, staff facilitated a community engagement process over a period of several months to seek input from local residents and partner organizations on how to best utilize the available funds.
On January 24, 2017, the Board of Supervisors adopted a resolution authorizing HHSA to submit a grant proposal for Proposition 47 grant funds and receive and administer the funds to expand the existing diversion programs in Yolo County and provide intensive case management and treatment, civil legal assistance and permanent housing assistance.
On June 8, 2017, the BSCC awarded HHSA $5,968,215 in funding for the proposed project – Steps to Success.
Steps to Success is a significant expansion to Yolo County’s existing continuum of criminal justice diversion programs. Specifically, the project applies the principles of restorative justice and trauma-informed care to provide wraparound services to individuals that are eligible for a diversion program, but are unlikely to succeed without intensive supports due to their history and current issues with mental health and/or substance use disorders. All components of the project – Civil Legal Services, Outreach and Assessment, and Intensive Case Management & Treatment and Housing Assistance - provide services for individuals linked with the Steps to Success Program within the Yolo County Health and Human Services Agency. The project proposes to reduce recidivism and advance the recovery of people in this target population.
Approval of this Agreement will allow Legal Services of Northern California to provide Civil Legal Services for individuals referred by the Steps to Success staff. The purpose of providing Civil Legal Services to the individuals linked with the Steps to Success Program is to reduce recidivism, and increase program completion for those formally enrolled in the Program, by assisting participants with civil legal issues that pose a barrier in accessing basic necessities.
The Civil Legal Services component of the project will be available to individuals any time after linkage with the Outreach component of the Steps to Success Program.
The performance measures included in this agreement are as follows:
1. How much did we do? |
- 150 people will be contacted and assessed during outreach each year
- 75 people will be provided with case management and treatment each year
- 200 people will be provided with civil legal education and/or services each year
- 30 people will be provided with rapid re-housing assistance each year

2. How well did we do? |
- 90% of potential project participants will have an assessment completed (ORAS, LOCUS, ASAM, ANSA and/or VI-SPDAT as appropriate) within 30 days of initial engagement
- 50% of individuals who are contacted through outreach and determined to be eligible for the program will choose to voluntarily participate
- 90% of project participants will be engaged in case management and treatment services within 30 days of enrollment in the project
- Demographic makeup of project participants will be comparable to demographic makeup of overall arrestee population in Yolo County (approximately 47% white, 34% Hispanic or Latino, 3% Asian, 3% Other/Multiple Races, 13% Black)

- 75% of participants will not recidivate within 12 months of graduating the program
- 50% fewer days in jail for participants while in the program

- 80% of participants who secure permanent housing will remain housed at 6 months

- 50% fewer emergency care visits while in the program, as compared to year prior to enrollment
- 75% fewer days in psychiatric hospitalization while in the program, as compared to year prior to enrollment

Self-Sufficiency |
- 60% of participants will secure monthly income (employment or permanent benefit)
- 90% of those eligible will enroll in CalFresh
- 100% of those eligible will enroll in health insurance

Competitive Bid Process |
On August 17, 2017, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide Civil Legal Services for individuals linked with the Yolo County Steps to Success Program.
HHSA received one proposal from this solicitation. The proposal submitted by Legal Services of Northern California was evaluated and determined to meet all the required qualifications necessary to successfully provide these services. No general funds are required by this action. These services will be funded by Prop 47 funds. The amount of 57,785 is included in the HHSA proposed budget for FY17-18. The related funding will be included in the requested budget process for future fiscal years.
