Adopt resolution granting the District Attorney authority to accept, on behalf of Yolo County, $402,010 in grant funding, awarded by the California Department of Insurance to support the Workers Compensation and Automobile Insurance Fraud programs. (No general fund impact) (Reisig)
Recommended Action
  1. Adopt resolution granting the District Attorney authority to accept, on behalf of Yolo County, grant funding from the California Department of Insurance.  The Yolo County District Attorney was awarded $257,010 for the Workers Compensation Insurance Fraud program and $145,000 for the Automobile Insurance Fraud program.  Funding was included in the FY 2017-2018 adopted budget.
     
  2. Authorize the District Attorney to execute the grant award agreement including any and all amendments or extensions.

Reason for Recommended Action/Background
The District Attorney's office has received funds from the Department of Insurance since Fiscal Year 1990-1991. These funds are used to support the Workers Compensation and Automobile Insurance Fraud programs within the department.

The Automobile Insurance Fraud cases will include economic car theft, which is automobile theft perpetrated for financial gain, including, but not limited to the following: Theft of a motor vehicle for financial gain; reporting that a motor vehicle has been stolen for the purpose of filing a false insurance claim; switching of vehicle identification numbers to obtain title to a stolen motor vehicle; engaging in any act prohibited by Chapter 3.5 (commencing with Section 10801) of Division 4 of the Vehicle Code (Chop Shops), arson, staged collisions, and auto body fraud.  The Workers Compensation Insurance Fraud cases will  include premium fraud, medical provider fraud, and applicant fraud.
Collaborations (including Board advisory groups and external partner agencies)
Workers Compensation and Automobile Insurance Fraud collaborates with all local Law Enforcement Agencies.  These units collaborate with state agencies which includes  the DMV, EDD, California Department of Insurance, Department of Consumer Affairs, and the Bureau of Security Investigative Services.  Both of these units work closely with the insurance industry.

County Counsel has approved resolution as to form.
