Authorize the Director of General Services to approve work authorization for Lionakis to provide architectural and engineering consulting services through June, 2019 as it relates to the renovation of the historic Yolo County Courthouse, located at 725 Court Street, in Woodland, in the amount of $900,000.

Reason for Recommended Action/Background
On July 1, 2015, the Superior Court of California formally vacated the historic Yolo County Courthouse, located at 725 Court Street, Woodland, in order to occupy their new facility. Earlier in 2015, the Jacobs strategic space utilization study, which was adopted and approved by the Board of Supervisor, had identified the historic courthouse as primary headquarters for the Probation Department Administrative staff. In planning for the Probation Department to occupy the courthouse, abatement, infrastructure updates, and construction activities are required. Additional updates are also required, including but not limited to:
  • Plumbing improvements
  • Electrical improvements
  • Fire suppression updates
  • Americans with Disability Act compliance measures
Approval of this work authorization will allow Lionakis to assist the County in addressing issues related to Hazardous Materials, Fire/Life Safety and Accessibility Infrastructure in addition to providing demolition support and tenant improvements as the project progresses. Funding for this work has been secured through the County Bond Financing program.

General Services currently anticipates construction will be complete during the 2018-2019 fiscal year.

Competitive Bid Process
This work authorization is being issued under the on-call consulting contract for Lionakis, approved by the Board of Supervisors in the Spring of 2017. Lionakis has previously provided consulting services at this location that reduce the amount of project launch work and expenditures on this project.
