Yolo County aims to create a sustainable well-maintained and improved multi-modal transportation system that promotes the movement of residents, goods and services throughout the incorporated and unincorporated areas of Yolo County improving the quality of life and economic welfare of all residents and commercial interests located in Yolo County. The Countywide Transportation Capital Improvement Plan (CTCIP), Att. A, is a 20-year plan quantifying the existing priority expenditures for transportation projects set by each of the five jurisdictions of the County, the two transit districts, Caltrans, and the Yolo-Solano Air Quality Management District. The 20-year need to fund these projects is approximately $1.7 billion. The County, as a whole, desires to position itself as a “self-help” county finding local means to leverage state, federal and private sector funding of these key transportation projects.
Yolo County Transportation District (YCTD) staff completed the draft CTCIP as directed by its Board with the assistance of staff from the YCTD Technical Advisory Committee (City/County Public Works, YCTD, Air District and Caltrans staff) and CTCIP Subcommittee (YCTD Directors Saylor, Rodriguez and Dolcich). The document has been designed as a tool for the County as a whole to work together on transportation priorities and could also be used as a basis to justify future countywide revenue measures. The draft plan is broken down into the following sections:
- Characteristics and Destinations of Yolo County
- Transportation Modes
- State of Good Repair
- Corridor Emphasis
- Priority Projects/Need
- Existing and Potential Funding Measures
On December 18, 2017, the Yolo Managers Group met and requested that YCTD Staff present the draft plan to the Board of Directors on January 8, 2018. On January 15, 2018, the Yolo Managers Group requested the revised plan include a range of allocation scenarios for a potential sales tax measure and milestones/schedule for placing a measure on the November 18, 2018 ballot. The schedule for workshops to the Board of Supervisors and City Council is as follows:
- Yolo County Board of Supervisors – February 6
- Winters City Council – February 6
- Woodland City Council – February 20
- West Sacramento City Council – February 21
- Davis City Council –March 6, 2018
YCTD staff will then bring a draft final document back to the Board of Directors for consideration at the March or April Board meeting. If the draft final plan is approved, the following steps recommended by the Yolo Manager’s Group are planned:
- Yolo Leaders Group Event to discuss potential sales tax – late April
- Consideration of sales tax measure placed on the ballot by YCTD by the City Council and Board of Supervisors
- Consideration of sales tax measure placed on the ballot by YCTD by the Board of Directors
