Approve and authorize the chair to sign a Memorandum of Understanding (MOU) in the amount of $350,000 with Cooperative Agricultural Support Services Authority (CASS) to provide cannabis inspection work and professional services for the Cannabis Task Force division of the Yolo County Department of Agriculture for the period July 1, 2017 through June 30, 2018. |

Reason for Recommended Action/Background |
On July 11, 2006, the Board approved and signed Agreement No. 06-193 establishing the CASS Joint Powers Agency, in order to pool resources within the state to meet the need for quality seasonal contract workers. The Agriculture Department has utilized CASS seasonal workers for the past eight years to perform trapping and inspection work related to State agreements. This MOU allows the Cannabis Task Force division of the Agriculture Department to use CASS contract workers to provide cannabis inspections during peak periods, and to provide professional services as needed throughout the 2017-18 fiscal year. |

This agreement is with Cooperative Agricultural Support Service Authority, a Joint Powers Agency and independent contractor. The Agriculture Department consulted with County Counsel and the Division of Financial Services regarding this MOU. |
Competitive Bid Process |
The working relationship between CASS and Yolo County was established on July 11, 2006 when the Board approved and signed Agreement No. 06-193 establishing the CASS Joint Powers Agency, in order to pool resources within the state to meet the need for quality seasonal contract workers. In accordance with the agreement, the Board of Supervisors appointed the Agricultural Commissioner, or his delegate, to represent the County on the CASS Board of Directors. The Yolo County Agriculture Department has successfully utilized CASS seasonal contract workers for the past eight years. |
