Recommended Action
Approve one year agreement with Rural Innovations in Social Economics Incorporated (RISE, Inc.) for farm worker outreach services in the amount of $75,000 from November 1, 2017 through October 31, 2018 and authorize the County Administrator the option to extend the agreement for one additional year.

Reason for Recommended Action/Background
Per the Board's action on September 26, 2017 in approving the Fiscal Year 2017-18 budget, this agreement would fund a full time position at RISE, Inc, in which the incumbent would serve as a coordinator for farm worker outreach. The position would reinstate the Viva la Vida farm worker conference events (approximately 2 per year), provide direct outreach to farms regarding available services for farm workers, create and facilitate a collaborative of organizations that serve farm workers to share resources and information and identify solutions that address needs identified in the County’s Agricultural Labor Report. 

This would be a one-year agreement in the amount of $75,000 with the option for the County Administrator to extend another year for a total of $150,000. Staff recommends sole sourcing this agreement with RISE given the organization's previous experience with the Viva la Vida program and farm worker outreach.
