Reason for Recommended Action/Background
Since 2014 the Yolo Office of Emergency Services (OES) has been involved with four independent fires that have begun on the outskirts of Winters.  All four have affected an area known as Golden Bear Estates.  During the 2014 Fire After Action Conference for the Monticello fire, responders in the room identified the need for a Wildland Fire Mitigation and First-in Response Plan.  Yolo OES has been applying for grants to provide funding for this effort ever since that conference.  In 2017 after the Winters fire, Yolo OES was granted $40,000 from the rural initiatives fund to do this planning.

At the same time Yolo OES was already in the process of applying for FEMA Hazard Mitigation funds from the 2017 storm season for this planning.  The OES Notice of Intent of application for these funds has already been approved which starts the application process due in early 2018.  OES is currently planning on using the $40,000 granted for one plan up near Winters to be used as a cost allocation match for the FEMA grant.  This will allow OES to contract with a firm chosen by local fire responders to draft a much larger plan that will encompass all of our most fire prone areas within the County.

However, this planning aspect is not the only project currently underway to attempt to Mitigate the affects of Fire north of Winters along Highway 128.  In September 2017 Yolo OES surveyed Highway 128 with CalTrans and CalFire to brainstorm mitigation efforts which could be undertaken between now and the next fire season in 2018.  After many good ideas were exchanged CalTrans provided map data of the roads and right-of-ways for Highway 128 that was compiled with County owned parcel layers and then provided to CalFire to add additional data.  As of the date of this report, CalFire is adding areas on the map which are well suited for back-burns, dozen lines and hand cut lines along Highway 128.  Yolo OES will be taking all of the data from all agencies involved and meeting with residents who have areas on their parcels which may benefit this effort throughout the winter to gain their consent and be ready to execute the mitigation efforts in the spring of 2018.
