Background:
In March 2012, the County was awarded $2,896,000 from California State Parks Office of Grants and Local Services as part of Round Two of the Statewide Park Program for the Esparto Community Park and Aquatic Center project. The grant contract was executed in August 2013 for a grant performance period of July 1, 2011 through June 30, 2019 and a contract performance period from July 1, 2011 through June 30, 2041.
On May 19, 2015, the Board of Supervisors adopted a resolution (Resolution No 15-58) approving the Engineer's Report and levying the assessments within the Esparto Park Maintenance and Operations Assessment District.
On May 9, 2017, the Board authorized the Assistant County Administrator to execute a work authorization under existing Agreement No. 14-206 with architect, Architectural Nexus, to design the project in an amount not to exceed $281,600.
In May 2017, the Yocha Dehe Wintun Nation announced their gift of $1,500,000 to the project to augment the park construction.
On September 26, 2017, the Board approved the design and specifications developed by Architectural Nexus and authorized the Deputy County Administrator to advertise for competitive construction bids.
Major project elements include the following:
- A little league baseball/softball field
- Multi-use playing field (1 Adult soccer field, two youth soccer fields or 1 Football Field)
- Full basketball court
- Two pools (8 lane competitive swimming pool & youth/wading pool)
- Aquatics Building
- Changing rooms/restrooms, outdoor showers, office & storage room, meeting room, snack bar, and field restrooms
- Fenced pool equipment area
- Pedestrian bridge
- Walking Trail
- 60 car parking area
- Central gathering area

Bids were released on October 9, 2017 and were due by 2:00 PM on November 7, 2017.
Five (5) construction bids were received on November 7, 2017 ranging from $6,288,100 to $7,692,000. The low bidder was SW Allen.
Reason for Recommended Action:
Available funds from the grant, the original $1.5 million Yocha Dehe Wintun Nation donation, and County allocations were insufficient to allow for construction of the full project based upon the low bid. Below is a summary of the total costs utilizing the low bid and the available revenue.

Based on these existing funding sources, the project budget would allow for $4,198,000 toward a construction contract and would not include any contingency funds. Based on the low bid amount of $6,288,100, and after adding a 5% contingency ($314,405), completion of the full project would require an additional $2,404,505. The funding strategy outlined in the chart below, and provided as Attachment H, would close this deficit and reflects ongoing partnership between the County and the Yocha Dehe Wintun Nation.

The County will provide $900,000 from General Fund Contingency and will utilize $604,505 from the original $1,500,000 county one-time payment in the 2017 Intergovernmental Agreement (IGA) with the Yocha Dehe Wintun Nation ($140,000 from the SR-16 Corridor Improvement Fund and and $464,505 from the Matching Funds Contingency Fund). The 2017 IGA also identifies a $300,000 annual funding commitment to local enhancements and improvements in the Capay Valley. On January 16, 2018, the Yocha Dehe Wintun Nation voluntary agreed to advance to the County three (3) years of the local enhancements and improvements in the Capay Valley funding, for a total of $900,000, for the one-time construction costs of the park and aquatic center.
The construction contract amount maximum of $6,602,505 is comprised of the bid amount ($6,288,100) and a 5% construction contingency ($314,405).
Approval of this project budget, funding strategy, and construction contract will allow the County to proceed with groundbreaking in February and keep the project on track for completion in January 2019, well in advance of the grant deadline for completion. |
