Recommended Action
  1. Approve concession agreement with Yolo Bowmen Archery Club for concession and management of archery range located at Grasslands Regional Park though November 6, 2022; and
     
  2. Authorize the Chair to sign the agreement.

Reason for Recommended Action/Background
The Yolo Bowmen Archery Club has been managing the archery range at Grasslands Regional Park for approximately 30 years. The previous lease agreement expired on June 30, 2015. Since then, the County executed a short term lease agreement with the Bowmen in March 2016 and another short term lease agreement in February 2017. Additionally, two separate extensions were authorized to allow the Bowmen to continue management while the final contract was being negotiated. The latest extension expired on October 31, 2017.

Approval of the final contract will allow for continued recreational opportunities for the general public and will provide continuity of concession and management services. The contract will be effective for a period of five years and provides the Bowmen an option to renew the agreement for three consecutive five-year terms. Per the terms of the agreement, the Bowmen will provide general maintenance services such as irrigation repair, fence installation and repair, trash removal, and other services, which will reduce the operational costs of the Parks Division at Grasslands Regional Park.
Collaborations (including Board advisory groups and external partner agencies)
The General Services Department has collaborated with the County Administrator’s Office, County Counsel, and the Yolo Bowmen Archery Club. The contract was also reviewed and discussed at numerous Parks, Recreation and Wildlife Committee (PRWAC) meetings. Additionally, input has been received by several members of the Sierra Club Yolano Group and California Native Plant Society.

The lease payment at Grasslands Regional Park was previously $1.00 annually. Under terms of the new agreement, the Yolo Bowmen will pay $1,500 per year, payable by November 7th of each year, to help offset park maintenance costs incurred by the Parks Division. Per the terms of the agreement, the Bowmen will also provide general maintenance services such as irrigation repair, fence installation and repair, trash removal, and other services, which will reduce the operational costs of the Parks Division at Grasslands Regional Park.
