Reason for Recommended Action/Background |
Background:
In March 2012, the County was awarded $2,896,000 from California State Parks Office of Grants and Local Services as part of Round Two of the Statewide Park Program for the Esparto Community Park and Aquatic Center project. The grant contract was executed in August 2013 for a grant performance period of July 1, 2011 through June 30, 2019 and a contract performance period from July 1, 2011 through June 30, 2041. On May 19, 2015, the Board of Supervisors adopted a resolution which approved the Engineer's Report and ordered the levying of the assessments within the Esparto Park Maintenance and Operations Assessment District. On May 9, 2017 your board authorized the Assistant County Administrator to execute a work authorization under existing Agreement No. 14-206 with architect, Architectural Nexus, to design the project in an amount not to exceed $281,600. On September 26, 2017 project design and specifications were approved and construction will be released in October 2017. The County Facilities Ad Hoc Board Subcommittee reviewed and approved the Naming Rights for Donors guidelines (Attachment A) on September 12, 2017.
The Naming of County Assets Policy (Attachment B) does not address the naming of facility features.
Reason for Recommended Action:
The Western Yolo Recreation Center Association (WYORCA) would like to provide naming opportunities for donors who contribute to the trust fund established to support the annual operations and maintenance of the Esparto Community Park and Aquatic Center. There are different levels of giving and opportunities for naming. Major park feature donors will be those with contributions over $50,000. Major donors will be recognized with an engraved plaque on or near the feature within the park. All donors who contribute over $100 will be named on a donor wall. Gifts augmenting the construction and in-kind gifts to support the facility will be recognized on the donor wall with the same guidelines and levels of giving.
WYORCA is a 501(c)(3) non-profit organization dedicated to providing all adults and youth in the Western Yolo communities of Madison, Esparto, Capay, Brooks, Guinda, and Rumsey a place to play, swim, exercise, gather, celebrate and "hang out."
WYORCA is utilizing the Sacramento Region Community Foundation to administer the trust fund. WYORCA will be responsible for implementing all donor recognition efforts and will cover any related costs.
Staff recommends authorizing WYORCA to utilize the attached Naming Rights for Donors guidelines as part of funding raising efforts for maintenance and operations costs and construction costs not covered by the grant. |
