Reason for Recommended Action/Background |
At their March 8, 2016 meeting, the Yolo County Board of Supervisors approved the execution of Agreement No. 16-35 (Attachment A), a two-year contract with FlowWest LLC to allow Dr. Mark Tompkins and Paul Frank to serve as the Cache Creek Technical Advisory Committee (TAC) Geomorphologist and TAC Hydraulic Engineer, respectively. The agreement expired on August 30, 2017 and the Natural Resources Division would like to extend the contract one additional year to retain the geomorphology and hydraulic engineering services provided by FlowWest LLC.
Extension of this contract will ensure that two of the three positions on the Cache Creek TAC will remain filled by qualified individuals who possess the necessary subject matter and program expertise. The key tasks to be completed within the period of the contract extension include the preparation of the 2017 Cache Creek Annual Status Report and associated modeling and monitoring of Cache Creek, the review of flood hazard development permits and in-channel projects, and the 2018 Creek Walk. Additionally, an extension will allow for continued performance of the scientific analysis that is required for the Cache Creek Area Plan 20-year program update, which is expected to be completed in mid-2018. |

Competitive Bid Process |
Agreement No. 16-35 was the result of two separate Request for Qualifications (RFQs) for:
- Fluvial Geomorphologist on the Cache Creek Technical Advisory Committee (issued December 2014)
- Hydraulic Engineer on the Cache Creek Technical Advisory Committee (issued March 2015)
According to County Purchasing policy, contracted services are to be solicited every three years. The Natural Resources Division will release RFQs for these services in Summer 2018 to ensure the proper solicitation is completed upon the expiration of this proposed contract extension. |
