| Reason for Recommended Action/Background |
California state law mandated that psychiatric inpatient hospital services be provided to eligible Medi-Cal and non-Medi-Cal mental health consumers. Woodland Memorial Hospital is the designated and responsible hospital to provide such services to Yolo County residents, adults (age 18 or older), who meet State Welfare and Institutions Code criteria and/or who are a danger to self or others, or are gravely disabled and require inpatient acute psychiatric services.
When no adult bed space is available at Woodland Memorial Hospital, or when a child or adolescent is in need of services, the patient must be treated by another qualified psychiatric hospital facility in the surrounding area. Sutter Center for Psychiatry is such a facility, and as such, provides appropriate services in those instances to meet our consumers' needs.
For services provided to Yolo Medi-Cal beneficiaries whose age is 20 or younger, the contractor bills Medi-Cal directly to receive funding from Federal financial participation and the County’s mental health realignment funds. The State reduces the amount used for this purpose from the monthly mental health realignment apportionment to the County. Because the payment to the contractor is not directly via the County, the related costs are not stated in the contract.
This Amendment is to include services provided to Yolo Medi-Cal beneficiaries whose age is 21 or older. The contractor is not certified to bill Medi-Cal for these services. Nonetheless, the County is responsible for serving all Yolo Medi-Cal beneficiaries. The stated amount is to be used for funding the services related to this particular group. The added funding for FY15-16 and FY16-17 is to align with actual expenses, and the added funding for FY17-18 and FY18-19 is based on this same projection, as follows:
July 1, 2014 through June 30, 2015: $0
July 1, 2015 through June 30, 2016: $351,500
July 1, 2016 through June 30, 2017: $525,000
July 1, 2017 through June 30, 2018: $525,000
July 1, 2018 through June 30, 2019: $525,000
Total: $1,926,500
All services described above require Health and Human Services Agency (HHSA) approval. The contract details the approval process and method of payment. HHSA monitors the use of the services regardless of the patient’s age. The HHSA budget includes the estimated funding needed for all services.
Competitive Bid Process:
On July 31, 2007, the Board of Supervisors granted an approval to the Health and Human Services Agency (formerly known as the Department of Alcohol, Drug & Mental Health) for certain exceptions to the contract procurement policy. According to this approval, hospital providers are classified as “any willing providers” and are exempt from the competitive bid process. |

No county general funds are required by this action.
For the population age range of 21 or younger, approximately $50,000 per fiscal year in mental health realignment funds will be offset by the State for services that the contractor will bill directly to the fiscal intermediary. HHSA has included the offset for each fiscal year in its requested budget and will budget for subsequent years accordingly.
For the population age range of 21 or older, HHSA has included the amount for FY15-16 and FY16-17 in the adopted budget. HHSA will budget the funding accordingly for FY17-18 and FY18-19. |
