Recommended Action |
- Approve the second amendment to the agreement with Vista Pacifica Enterprises for Institute for Mental Disease (IMD) services in the amount of $1,354,733.52 for the period of January 18, 2016 through June 30, 2018;
- Adopt budget resolution in the amount of $350,000 to increase the Health and Human Services Agency budget for level group 0401-4101 by $350,000 for new 2016-17 budget total of $15,981,512; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this Agreement.

Reason for Recommended Action/Background |
The Health and Human Services Agency desires to provide consistent and quality care in locked inpatient settings when deemed necessary for the safety and stability of individuals served by the local Mental Health Plan. Vista Pacifica Center in Riverside operates an Institute for Mental Disease (IMD) program in Riverside, providing treatment and care to Yolo County beneficiaries since 2016. The program offers specialized treatment including pharmacological, therapeutic and rehabilitative interventions in a safe and secure environment. These services are available in a 24-hour care, non-state hospital locked setting to referred adults who are conservatees of the Yolo County Public Guardian and require treatment in such a secure environment. Additional funds are necessary to correspond with utilization. |

There are no general funds required for this Agreement. HHSA has identified saving of approximately $80,000 in the 2016-17 budget that is allocated to another contract that is not being utilized. These funds will be used to offset the additional dollars being added to this contract. The amount of $350,000 is included in the attached budget resolution for fiscal year 2016-17. The related funding will be included in the requested budget process for Health and Human Services Agency for future fiscal years. |
